Expression of Interest for Consultancy to Lead and Facilitate the EPI Review
The World Health Organization (WHO) office in Zambia wishes to recruit a suitably qualified, experienced, capable and self-motivated consultant to lead and facilitate the Extemal Review of the Programme on Immunisation in Zambia to shape the development of contextual and responsive strategies for the programme in the next five years in line with current WHO and global recommendations
Duration: 8 weeks
Background
Zambia has been implementing the immunisation programme since 1975. Over the years, the immunisation system is Zambia has made numerous gains amidst several challenges including the effects of the competing priorities in the health system. Over time, a number of vaccines have been added to the EPI programme. In the current cMYP's life, two new vaccines have been added. IPV and HPV vaccines were introduced in 2018 and 2019, respectively. Growing and maintaining a good cold chain expansion system and advocacy, communication & social mobilisation remain relatively active and key hardware and software pieces of running the programme in Zambia. The Zambia Immunisation Comprehensive Multi-year Plan (cMYP) (2017-2021) ends in 202. The WHO recommends the conduct of EPI Review to inform the development of a new cMYP. A comprehensive EPI Review is intended to be conducted in April - May 2021.
An external, expert is required to lead and facilitate the process to provide an independent and comprehensive review of the elements of the immunisation programme in Zambia to shape the development of contextual and responsive strategies for the programme in the next five years in line with current WHO Guidelines for conducting immunisation reviews. .

Scope of Work
• Coordinate the planning and implementation stages of the review
• Develop and finalise a comprehensive field guide and appropriate tools
• Organize and conduct training for reviewers
• Prepare debriefing session to the Ministry of Health and Partners
• Develop a road map for the development of a new cMYP.
• Finalise the EPI Review Report


Qualifications
Education
• Essential: Degree in health-related or social sciences
• Desirable: Masters in Public Health
Experience:
• Essential: Not less than 8 years in implementing/managing MCH, Immunisation Surveillance Programmes
• Desirable: Experience in evaluation MCH, EPI and new vaccines introduction are desirable.


Skills
Data Analysis and interpretation skills, Report writing

• Data set/summary tables of field findings
• Draft recommendations and roadmap for development of new cMYP
• PowerPoint presentation for debrief MoH and partners on summary findings
• Comprehensive External EPI and Vaccine Preventive Disease (VPD) Surveillance Review Report
