About the Human Rights Commission
Head-Finance and Accounting – HRC/HThe Human Rights Commission (the Commission”) is a National Human Rights Institution established under Article 230 of the 1991 Constitution of Zambia as amended by Acts No. 18 of 1996 and No. 2 of 2016. The Commission has the constitutional mandate to uphold and protect the Bill of Rights. The Commission is seeking applications from suitably qualified External candidates for the position of Head-Finance and Accounting.

The Main Purpose of the Role
To manage the provision of financial management services in order to facilitate implementation of programmes and ensure prudent utilisation and accountability of financial resources.

Main Duties and Responsibilities
The successful candidate will report to the Director-General and will be responsible for:
• Manages timely the preparation of financial statements in order to comply with financial and statutory regulations
• Manages timely the preparation and submission of financial management reports in order to comply with financial regulations and facilitate decision making
• Manages effectively coordination of the development and review of internal controls in order to enhance transparency and accountability in the utilisation of financial and material resources;
• Manages effectively the monitoring of expenditure in order to ensure that spending is in line with the approved budgets and financial regulations;
• Manages timely the costing of programmes in order to facilitate preparation of annual budget estimates, mobilization and disbursement of financial resources
• Manages effectively the collection of revenue in order to safeguard public funds and ensure accountability,
• Manages timely the preparation of responses in order to resolve audit queries and ensure unqualified accounts;
• Manages effectively, accounting for assets in order to safeguard public property.
• Manages effectively the processing of the payroll in order to facilitate payment of personnel related obligations;
• Undertakes effectively the provision of Secretariat Services to the Legal and Finance Committee in order to facilitate its operations:
• Manages effectively the storage and distribution of goods in order to ensure accountability, safe custody and availability to end users; and
• Manages timely the development of workplans and the implementation of the performance management system in order to monitor, evaluate and enhance performance

Minimum Qualifications and Experience
• Must have a Grade 12 School certificate with 5’0′ Level credits or better, including English and Mathematics;
• Must have a minimum of a Chartered Accountant Zambia or its equivalent,
• Must have a minimum of eight (8) years post-qualification experience, two (2) of which should be at management level; and
• Must be an active member of the Zambia Institute of Chartered Accountants.
