• The Government of the Republic of Zambia, through the Ministry of Green Economy and Environment has received funds from the World Bank to support the implementation of the Transforming Landscapes for Resilience and Development (TRALARD) Project in Luapula, Northern and Muchinga Provinces of Zambia and intends to utilize part of the funds towards the recruitment of the Monitoring and Evaluation Specialist for the TRALARD Project.
• The TRALARD Project aims to improve natural resource management in selected districts in Luapula, Machinga, and Northern Provinces to support sustainable livelihoods, and in the event of an eligible crisis or emergency, to provide immediate and effective response to the eligible crisis or emergency. The Project covers thematic areas including biodiversity conservation, sustainable forest management, and watershed management, among others to support the Northern vulnerable region by integrating livelihood improvement with natural resource sustainability. The interventions operationalize landscape approaches to contribute to the national forest landscapes restoration requirements as well as enhance resilience and development.
• The Ministry of Green Economy and Environment (MOGEE) has overall responsibility for project oversight and coordination through the National Project Coordination Unit (NPCU) in Lusaka. Project is implemented in collaboration with relevant line ministries and agencies (for example, Ministry of Lands and Natural Resources; Ministry of Agriculture; Ministry of Water Development and Sanitation; Department of Forestry; Department of National Parks and Wildlife; Provincial Administrative Offices; and Zambia Meteorological Department). The project activities are managed through three Project Implementation Units (PIU): one for each province. The NPCU provides national oversight, coordination, and support.
• Against this project background, the Ministry of Green Economy and Environment is seeking a qualified, experienced and self-motivated individual to fill the position of Monitoring and Evaluation Specialist for TRALARD Project. Based at the NPCU in Lusaka, the Monitoring and Evaluation Specialist will be responsible for overall Projects’ monitoring and evaluation activities in the project implementation areas under the supervision of the National Coordinator

The main duties and responsibilities include the following:
• Lead the development of tools to collect data on project activities and performance;
• Train project staff and relevant stakeholders in the use of Participatory Monitoring and Reporting tools;
• Facilitate review of progress and development of actions to address variance between planned and actual results;
• Undertake periodic on-site monitoring and desk review of sub-projects under implementation and formulation respectively in order to provide timely feedback for decision-making,
• Support district and community facilitators in conducting gender-sensitive climate risk assessment to inform planning at district and community level;
• Support districts and community facilitators in undertaking monitoring of implementation of sub projects;
• In liaison with the Project Operations Officers provide technical input to capacity building in data collection including data quality assurance at district and community level;
• Collate information on project performance at all levels of implementation and regularly document lessons learnt on various interventions of the project;
• Develop, in collaboration with the National Project Coordination Unit, a field monitoring plan and reporting framework for key project indicators as maybe required in the Project Results Framework;
• Support the timely preparation of annual work plans and budgets
• Organize in collaboration with the National Coordinator critical reflection events for the relevant Project staff, Provincial and District Teams, and key stakeholders, including Community Facilitators to assess the level and quality of project implementation and document feedback to inform future project reviews;
• Identify in collaboration with the Environmental and Social Inclusion Officers at the Province, capacity gaps in the District Teams and Community Facilitators and organize relevant capacity building interventions in order to remedy identified gaps;
• Undertake or support relevant studies and surveys and any other duties as may be required by the National Project Coordinating Unit and the PPIU;
• The Officer will collaborate closely with the Environmental and Social Inclusion Specialist on all ESS issues and Monitoring & Evaluation matters at the PPIUS which are undertaken by the ESIOS
• Produce timely Monthly, Quarterly and Annual progress reports on the overall Project; and
• To undertake any other duties as may be assigned by the National Coordinator

The required qualifications, skills and experience includes;
• A minimum of Master’s Degree in Development Economics, Demography, Development Planning. Economic Policy, and/or Project Management or any related discipline from a recognized university;
• At least 6 years’ experience in Monitoring and Evaluation (M & E) at senior level and at least 3 years executing M & E functions for Projects financed by the World Bank or other International Organisations;
• Proven track record in managing and/or leading investigative teams;
• Proven experience of field data collection;
• Excellent Presentation Skills;
• Proof of either qualification or experience in the use of standard computer software applications for planning and statistical analysis such as STATA and or SPSS or E-Views or MS Project;
• Good understanding of government and donor/cooperating partners’ working environments;
Excellent oral and written communication skills in English;
• Computer literate with skills in Excel, Word, Power point; and
• Must possess integrity, confidentiality, analytical skills and diplomacy;
• Ability to be a good team player, self-starter, has ability to work under minimum supervision and maintain good work relationships.
• Ability to work in multi-cultural and multi-disciplinary teams and in a fast- paced environment; and
• Should be a self-starter and possess ability to work under minimum supervision, manage frequent field travel and meet deadlines

Duration:
The contract will be for a period of 18 months only with an initial probation period of 3 months
The Monitoring and Evaluation Specialist shall report to the National Coordinator at the NPCU.
The attention of interested Individual Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017 and August 2018), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the Individual Consultant Selection Method as set out in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017 and August 2018)
