Purpose of the Job:
The Programme Manager (PM) position exists to provide programmatic leadership, ensure that all components of the programme are coordinated in an effective manner, provide management support and supervise program technical staff, and lead and supervise programmatic reporting and documentation.
Responsibilities:
• Programmatic Leadership and Coordination – Ensure quality delivery of the program in accordance with KATC commitments and donor expectations
• Management of staff – develop, support and manage the program technical staff in order to deliver in their respective roles.
• Stakeholder Management – Ensure that communication to strategic partners and donors is handled in a professional pro-active way.
• Program Reporting and Documentation – Develop clear strategies for information collection, program reporting and communicating programme lessons internally and with various stakeholders
• Ensure integrity of financial and administrative operations in the programme by overseeing financial and budgetary aspects of the programme, under advice of the Executive Director
• Development of Program – Sperhead the processes to continuously improve, develop and innovate the programmatic work of the institution
• Ensure the integration of cross-cutting issues, such as gender into the design, implementation, and monitoring and evaluation of programme
• Ensure knowledge building and management through promoting the identification and synthesis of best practices and lessons learned from the programme for organisational sharing and learning as well as external dissemination
• Ensure regular monitoring and intermittent evaluation of the projects, including but not limited to regular field visits and the participation in stakeholders meetings
• Ensure timely and adequate reporting (narrative and financial) against plans from all program staff and partners
Duties:
• Provide programme leadership, coordination and management support for the planning, budgeting, implementation and monitoring and evaluation of the programmes. Develop clear timelines and ensure their implementation.
• Devise strategies for increased programme delivery and quality programming
• Oversee program implementation in a manner conducive to cost-effective and efficient achievement of objectives and targets
• Management of program finances to ensure expenditure is in line with budgets and donor requirement
• Responsible for promoting a learning culture, ensuring excellent program cycle management, and managing the evaluation process
• Identify the need for, coordinate and oversee internal/external technical assistance
• Support Executive Director to provide accurate and up to date information to donors and key stakeholders
• Supervise and mentor programme technical staff.
• Assist with building the technical and programmatic skills of technical staff as well as field staff
• Promote cross-unit team work and the professional development of the team members, through coaching and mentoring.
• Promote coordination among the various components of programme
• Liaise with the Ministry of Agriculture, Ministry of Green Economy, Ministry of Fisheries and Livestock and others at international, regional, national, provincial and district levels to develop and strengthen partnership, provide program updates, share M&E information and address bottlenecks or concerns
• In coordination with the Executive Director, represent the program in the country in meetings and fora with Ministries, donors and other partners.
• Prepare high quality project documents such as reports and plans and proposals
• Represent the programme’s interests with operating and implementing partners;
• Assist in developing a strong relationship with various stakeholders and donors to ensure sustainable funding of programs
• Risk Management – Keep the risk monitoring tools updated at all time.
• Other duties as maybe assigned by the ED from time to time
Qualifications/experience/requirements:
• A Degree in Agriculture Science, Agriculture Economics, Management, Public Administration, or MBA
• Demonstrated program management skills and experience with organisations of similar size and complexity
• Detailed knowledge and understanding of agriculture, especially organic agriculture
• Project management experience preferably in a donor funded program
• Proven financial and personnel management skills
• Experience with community based programming
• Ability to collaborate with people and organisations of diverse background
• Experience conceiving, planning and executing programs or projects with documented results
• Proven skills in effective team management and leadership; effective partnership management skills
• Demonstrated ability to think strategically and transmit program vision to colleagues, stakeholders, partners and donors.
• Excellent facilitation and negotiation skills
• Excellent analytical, writing, communication and presentation skills
