PATH is leading a consortium of partners in the implementation of the PAMO Plus Project, a 5-year Cooperative Agreement in partnership with Jhpiego and the Zambia Centre for Communication Programs (ZCCP). This project is guided by the Government of the Republic of Zambia (GRZ)’s National Malaria Elimination Strategic Plan. PAMO Plus project is assisting GRZ to accelerate progress toward its goal of eliminating local malaria infection and disease in Zambia. It is doing so by achieving high levels of effective coverage of proven malaria control and elimination interventions that lead to major reductions in malaria prevalence, incidence, severe disease, and death. The project is being implemented in four focal high malaria burden provinces: Luapula, Northern, Muchinga, and Eastern.
PATH seeks to recruit a Social and Behavior Change Advisor who will be seconded to the Ministry of Health, National Malaria Elimination Centre (NMEC). He/she will support social and behavior change (SBC) related programs, to design, implement, monitor and evaluate effective and sustainable SBC interventions at national and subnational levels. The Advisor shall support the national malaria program implement interventions that focus on uptake and use of proven malaria interventions. The advisor will be part of the SBC unit at the NMEC and will report to the Head of Unit.
Responsibilities:
• Support the design, development process and dissemination of the malaria program SBC strategy and various guidelines.
• Support the development of the SBC operational plans
• Provide technical support and guidance for planning, designing and implementation of SBC interventions in all malaria programs
• Support development of approaches for health provider behaviour change i.e. health facility staff and community health workers
• Support strengthening coordination of SBC programs at sub-national levels, line ministries and implementing partners involved in malaria SBC programs
• Develop SBC coverage map
• Provide technical support to build the capacity of officers involved in implementing SBC programs at national and sub national levels
• Support the setting of the SBC research agenda to identify key emerging behavioral barriers and recommend appropriate interventions.
• Support the development of SBC tools, training modules, and guidelines
• In collaboration with the M&E unit at the NMEC, support the selection of key and appropriate malaria SBC indicators, including SBC intermediate outcomes and SBC outcome indicators
• Support the collaborative efforts in designing tools for SBC monitoring, evaluation, accountability, and learning (MEAL) to show achievement of SBC programs and to learn and adapt programs based on emerging evidence.
• Support development of SBC technical and program reports, case studies, SBC coverage map, and best practices for dissemination.
• In collaboration with the Research unit at the NMEC, support undertaking of formative and evaluative research to design high impact social and cultural context interventions.
Required Experience
• Degree in public health, social science, communication or related field and postgraduate degree in SBC will be an added advantage.
• More than five years of experience in SBC management, public health, management, and policy.
• Formal training in and demonstrated understanding of behavior change theories and frameworks
• Demonstrated knowledge and capacity in SBC approaches
• Demonstrated capacity in SBC MEL, including capacity to identify and use data from existing national and subnational analysis to plan and design Malaria SBC program
• Experience in project management and donor coordination
• Hands-on experience in designing, planning, implementing, and evaluating SBC interventions and campaigns is highly desirable.
• Proven ability to create and maintain effective working relationships with partners, donors, and international organizations at various levels.
• Strong interpersonal skills
• Experience developing various web/print/social media or organizing events desired.
• Excellent analytical, written, and oral communication skills.
Must have legal authorization to work in Zambia.
