WWF-Zambia Country Office (WWF-ZCO) is seeking to hire a competent and highly motivated CONSULTANT, for the Forest Landscape Restoration Project implemented in the Silowana Complex (South Western Zambia) that is part of a larger Kavango-Zambezi transfrontier conservation area (KAZA).
Position Title: National Consultant
Consultancy: Developing an Engagement Strategy for GRZ in AFR100 and Bonn Challenge
Duration: 20 Man Days
Reports to: WWF FLR Project Coordinator
Location: Lusaka, Zambia
Description
The Consultant will develop an Engagement Strategy to Support GRZ in AFR100 and Bonn Challenge. The engagement strategy is meant to connect all relevant stakeholders for a clear and common purpose to achieve agreed outcomes for Zambia’s participation in the Africa Landscape Restoration (AFR) 100 million hectares and Bonn Challenge contributions by the year 2030. This is a fundamental accountability mechanism that will provide a basis to involve stakeholders in identifying, understanding and responding to sustainability issues and concerns, and to report, explain and answer to stakeholders for decisions, actions, and performance related to Zambia’ AFR100 pledge and commitment letter. This assignment will be facilitated by the Forest Landscape Restoration (FLR) project supported by WWF Zambia Country Office. This project is part of a regional program which started in January 2020 and takes place in Kenya, Tanzania and Zambia. On a national and regional level, the program aims for a regional exchange program for FLR between the 3 countries, develops standards for best practices in FLR including its up scaling and contributes to the AFR100 initiative. On a local level, WWF Zambia is in close cooperation with a local partner NGO (CBNRM Forum) for the implementation of activities on the ground. The Consultant will be required to hold consultation meetings with civil society partners, other key stakeholders and GRZ, to support the Government of the Republic of Zambia in developing an engagement strategy and join the AFR100 process. .

Major Tasks and Responsibilities:
• Draft and present an inception report outlining envisaged timelines and modalities of how the assignment shall be undertaken within the duration specified, clearly stating the anticipated deliverables for this assignment,
• Identify key sectors and institutions, including the local communities that are negatively affected (directly or indirectly) by the deforestation and forest degradation impacts at national and local levels that could otherwise benefit from participating in forest restoration initiatives and make a contribution to the AFR100 and Bonn challenge initiatives,
• Identify potential partners i.e. champions and influencers from civil society organizations (CSOs), non-governmental organizations (NGOs), national and local leaders, men and women, the youth and media houses interested and willing to partner with Government in forest restoration activities and design an engagement plan,
• Review the AFR100 and Bonn challenge engagements and National FLR strategies for countries in the region that are already participating and are committed to the AFR100 and Bonn challenge, compile lessons and best engagement practices and processes recorded, that Zambia can uphold and institutionalize,
• Based on the above, formulate and develop a robust engagement strategy to Support Government in AFR100 and Bonn challenge initiatives which creates an enabling environment to partner with other stakeholders towards achieving targets for 2030;
• Circulate and present the draft AFR100 engagement strategy to subjected to stakeholder review and validation, and consolidate all comments from the stakeholders into the final engagement strategy;
• Submit Zambia’s final Engagement strategy to Support Government in AFR100 and Bonn challenge for publication and archiving by WWF.

Required Qualifications and Experience:
• Advanced university degree in forest/natural resources/environment/development studies/, with a strong focus on forest related fields
• A minimum of 10 years of relevant experience working with the Forestry Sector in formulating and developing national strategies in forestry and natural resources,
• Well-developed interpersonal, management and negotiation skills in order to build and maintain relationships between Government agencies and non-government stakeholders with proven ability to be flexible in multi-tasking and demanding technical solutions;
• Extensive experience in assessment, monitoring, surveillance and evaluation of potential stakeholder partnerships and engagements;
• Proven working experience and standard of delivery in consultancies and other assignments with large NGOs and donors
Required Skills Set and Competencies:
• Strong ability to lead and facilitate large-sized meetings, including working with and coordinating Government and other key stakeholders,
• Ability to work effectively as a team leader with a wide range of individuals across cultures and back grounds; having strong analytical, strategically planning and thinking skills,
• Independent worker, pro-active in thinking about opportunities to further improve the work;
• Excellent facilitation, communication and inter-personal skills, and the ability to establish and maintain effective working relationships with colleagues and partners, external actors and allies;
• Solid demonstrated writing, reporting, and oral presentation skills in English Language is a must;
• Strong interest in forestry work, nature conservation and the mission of WWF and the AFR100 and Bonn challenge;
• Exemplification of WWF’s key behaviours: Strive for Impact, Listen Deeply, Collaborate Openly, and Innovate Fearlessly.
Working Relationships Internally
• Reports directly to the WWF FLR Project Coordinator. The Consultant shall also collaborate very closely with other WWF Zambia thematic leads.
