DURATION: Maximum of 20 days over two working months between December 2019 – January 2020
The Centre for Infectious Disease Research in Zambia (CIDRZ) will be undertaking HIS for evaluating enteric disease vaccines. This imminent introduction of HIS in Zambia requires a careful review of all current Health Research Laws and guidelines within the boundaries of all Regulatory Authorities in order to establish a clear understanding of laws, Regulations and/or guidelines that would impede or enable HIS studies in Zambia. To this end, CIDRZ seeks to engage a Consultant to undertake the review of existing laws, Regulations and guidelines that are currently regulating health research in Zambia.
Consultant shall review the ethical and regulatory frame work in Zambia which includes all existing laws, regulations and guidelines that govern the Republic of Zambia that could impede or enable the conduct of Human Infection Studies (HIS) within the country as well as to establish a clear understanding of critical considerations within the Regulatory Authorities ahead of instituting HIS. .

Job Responsibilities:
• Collect, review and analyze applicable local and international laws, regulations and guidelines to fully substantiate requirements for introduction of HIS in Zambia.
• Prepare a comprehensive and practical report incorporating all areas of health research laws, regulations and guidelines that are for and against introduction of HIS in Zambia through document collection, review and analysis as below
• Ministry of Health (MOH) national research policy framework.
• National Health Research Authority (NHRA) health research requirements, documents, laws, regulation and guidelines
• Zambia Medicine Regulatory Authority (ZAMRA) documents, laws, regulation and guidelines for importation and production of medicines, vaccines and medical devices for health research
• University of Zambia Biomedical Research Ethics Committee and other guidelines for ethical review of human research protocols
• National Biosafety Authority (NBA) documents, laws, regulation and guidelines assuring safety of medicines, vaccines and medical devices for health research
• National Science Technology Council (NSTC) documents, laws, regulation and guidelines related to research and development relaed to health
• Documents, laws, regulation and guidelines from any other entities identified as critical to the successful implementation of HIS in Zambia
• Conduct Key Informant Interviews to verify interpretation of documents reviewed and collect suggestions on inclusions/modification to existing guidelines to support implementation
• Based on the evidence, suggest inclusions/modification to existing guidelines that can close identified gaps for discussion in subsequent engagement workshops.
• Present findings at an engagement workshop to facilitate discussion on how HIS can be implemented within the current ethical and regulatory frameworks and what inclusions/modifications will enable its full and efficient implementation and compliance with international guidance and best practice.

Job Qualifications:
• A Degree in Law or equivalent qualification.
• Post-graduate qualification or post-graduate student is most preferred.
• A good understanding of health research laws, regulation and guidelines currently in practice in Zambia.
• Demonstrated knowledge and experience in undertaking reviews of Laws, regulations and guidelines.
• Ability to work independently with minimal or no supervision.
• Excellent team player with strong interpersonal, communication and presentation skills.
