JOB DETAILS:
Introduction
The Zambian Youth Platform (ZYP) was established in 2015 as a nonpartisan platform for youth leaders, youths and youth workers. It is a mechanism for mobilization of youths, youth leaders and youth workers and their organizations to:
• Take action on critical issues affecting the youth through coordinated youth voices.
• Holding government and its key partners to accountable on youth priority and commitments.
• Protect the interest of youths in all aspects through effective and coordinated representation.
• Promote and support youth participation in decision making.
ZYP is currently engaged in the Youth Community Accountability Project (Y-CAP), which will be implemented in the two districts of Limulunga and Mazabuka where various Sub-recipients of the Global Fund (SRs) are providing youth-friendly Sexual Reproductive Health including HIV services under the Global Fund grants.
The project’s two broad objectives are:
Implement a youth friendly Social Accountability Framework in Limulunga and Mazabuka districts to monitor and feedback successes and challenges related to services delivered under the Global Fund investments by December 2019.
Leverage the findings of CBM to influence national strategies and policies around the health, rights and needs of adolescents and young people by December 2019.
Scope of Work
The purpose of this work is to train recruited young people (Community Facilitators) and key staff in Global Fund policy and processes, community based monitoring, develop and/or refine CBM tools. .

Activitites will include:
• Conduct training of recruited young people in community based monitoring and on engagement in Global Fund related policy and processes for the recruited young people and key staff.
• Develop and/or refine community based monitoring tools
• Develop an advocacy brief that highlights barriers associated with access to youth friendly SRH and HIV services and key interventions urgently required by young people and adolescents in Global Fund and other interventions in each of the districts to support access to services and meaningful engagement moving forward.
• Training young people on how to use the social accountability framework related to GF programmes.
Deliverables
• A final consultancy report to ZYP.
• Finalised community based monitoring tools
• An advocacy brief that highlights barriers associated with access to youth friendly SRH and HIV services and key interventions urgently required by young people and adolescents in Global Fund and other interventions in each of the districts to support access to services and meaningful engagement moving forward.

Qualifications
• Essential: Health degree or specialized post-graduate qualification in social sciences, public health or health care management.
• Desirable: An advanced university degree in public health, epidemiology, biomedical science or related area. Specialized training in Quality Management Systems (QMS).

Experience
• At least 5 years progressive experience in community based monitoring
• Demonstrated experience in undertaking similar CBM projects in Africa
• Strong understanding of Global Fund processes, preferably demonstrated through work experience on GF projects
• Familiarity with the Zambian health systems, particularly in relation to adolescent health, provincial, district and private sector systems
• Capacity development expertise with Master Training skills
• Excellent analytical, writing and presentation skills.
Languages:
• Proficiency in English is a key requirement. Knowledge of other official languages would be an asset.
