JOB DETAILS:
The Monitoring and Evaluation Lead will be responsible for the design, implementation and technical quality of all monitoring and evaluation activities on the project. S/he will lead analysis of data collected for assessment of progress and areas of improvement, will guide reporting processes amongst technical staff and consolidates program reports, promote learning and knowledge sharing of best practices and lessons learnt. S/he will support all the technical staff in M&E functions and will manage any M&E related staff in the program. The position will be based in Zambia and will report to the Principal Investigator. .

Job Summary/Responsibilities:
• Lead the design and implementation of the project’s monitoring and evaluation activities, including the development of the project’s Monitoring and Evaluation Plan; development and monitoring of project indicators; implementation of baseline, midterm and end line studies; oversight of data collection and analysis; synthesis of data and study outcome reports; quality assurance and auditing of data;
• Lead the designing and implementation of a robust “collaboration, learning and adaptation” agenda for the program, project staff, partners, donors, host country government counterparts and other stakeholders.
• Oversee the dissemination of information on successful and promising approaches, lessons learned and other program results to local, national and regional-level intergovernmental bodies, donors, partners and other stakeholders. Promote forums which facilitate collaboration, learning and action as a result of this information among these actors;
• Build the capacity of Government of Zambia counterparts to develop and implement appropriate guidelines M&E standards and guidelines.
• Contribute to strengthening the national data collection and information systems;
• Build capacity of staff, implementing partners, government counterparts, and other stakeholders in program monitoring and evaluation, data collection and management;
• Ensure data quality, analyze data sets and technical assessment findings, and develop and monitor work plans;
• Undertake periodic reviews of program and/or country M&E systems and participate in planning M&E system strengthening actions. Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting;
• Ensure all monitoring and evaluation conducted under the project include a gender focus that promotes gender equitable programming;
• Monitor and maintain relevant protocols, instruments, data sets, manuals, training materials and reports;
• Contribute to work plans, quarterly and annual reports, financial reports, and other reports and papers summarizing project results and evidence;
• Participate and contribute to routine progress review meetings with CDC, government and project.
• Deliver presentations at professional meetings and conferences.

Job Qualifications:
• Master’s Degree or higher in monitoring and evaluation, public health, demography, health management, social science, biostatistics, statistics, or a related field required;
• 8+ years’ experience in monitoring, evaluation and research efforts, preferably with respect to integrated nutrition programs;
• Strong quantitative or mixed-method and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences;
• Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS) and experience training others in its use is highly desirable;
• Experience with a USG-funded project preferred;
• Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies;
• Excellent report writing, analytical, and communication skills, including oral presentation skills;
• Extensive experience in knowledge management and dissemination of research findings;
• Ability to work independently and manage a high-volume work flow.
