Since 2000 CRS Zambia has been implementing a number of programmes to support vulnerable Zambians. Its recent programming areas include: nutrition, agriculture, food security, HIV/AIDS, WASH, financial inclusion, and early child development.
Background
The Food and Nutrition Security for Enhanced Resilience (FANSER) project is an initiative under GIZ for the German Federal Ministry of Economic Cooperation. The project aims to improve the food and nutritional situation of people living in food-insecure households, especially women of reproductive age and children under the age of 2. Since 2015, CRS has been implementing FANSER in Eastern province, deploying integrated multi-sector interventions to reduce malnutrition and stunting in target communities. CRS is now planning an expansion of FANSER activities to two districts of Luapula province, Mwense and Kawambwa, with implementation slated to run from September 2019 to December 2021. Luapula has the second highest rate of child stunting (45%, including 17% severely stunted), wasting (6%) and underweight children (15%) of all provinces (ZDHS, 2018). FANSER aims to build on its experience in Eastern province to meet the critical nutrition and food security needs in Luapula.
Job Summary:
Reporting to the Facility In-Charge with support from EpiC 3-90 Strategic Information/Monitoring and Evaluation Advisor, the M&E Officer will work closely with the ART Coordinator to ensure a functional strategic information system that responds to the project outcomes, through project indicator tracking, generation of program report, capture of data related to patient care and all other HIV/AIDS services into the SmartCare electronic medical records system for reporting as well as coordinate activities for quality data and information that is ideal for decision making.
S/He will perform all necessary functions and obligations as defined and delegated by these supervising officers..

Job Responsibilities:
He/she will be required to perform the following duties:
A. Maintain SmartCare Functionality
• Conduct SmartCare troubleshooting to ensure continuous running of the system during clinic days.
• Update the SmartCare database and update Care cards on all events for patients seen during each clinic days
• Review and correct entry of all patient interactions in patient charts
• Review consistency of data capture ARTIS registers, patients charts and SmartCare at the health facility.
• Perform daily backup of SmartCare (TDB and Database) data at health facility.
• Enter all missing patient interactions (Laboratory, Clinical, and Pharmacy) into SmartCare
B. Reporting of Facility Activities
• Timely consolidation of daily, weekly, monthly HMIS and project reports, and submission to next level.
• Conduct triangulation and data quality audit (DQMIS) activities for all data entered in SmartCare and other source documents to ensure completeness and accuracy before report submission.
• Ensure consistency of facility reports submitted to various partners working at the facility
• Review and manage patient files on day to day basis for easy retrieval.
• Perform any other HIV-related data collection duties as assigned by the in-charge of the health facility and/or EpiC 3-90 SI Advisor/Associates.

Qualifications and experience
The candidate is expected to satisfy the following:
• Minimum of a diploma
• Computer-literate with experience in using MS Word, Excel, PowerPoint and Access
• Two to three years SmartCare experience (including data entry and report generation)
• SmartCare Essentials certification will be an added advantage
• Basic SmartCare and computer troubleshooting skills
