Position title: Project Director, DHAPP-ZDF Partnership for Sustainable HIV Epidemic Control.
Reports to: Director, Southern Africa/East and Southern Africa Regional office (ESARO)

Background
FHI 360 is seeking a Project Director for an anticipated 4-year, $26m project in Zambia, funded by the US Department of Defense (DOD), entitled Department of Defense HIV/AIDS Prevention Program (DHAPP) – Zambian Defense Force (ZDF) Partnership for Sustainable HIV Epidemic Control. If FHI 360 secures this grant, the project would likely start in September 2020. This is a follow-on to FHI 360’s current award, Zambian Defense Force (ZDF) Prevention, Care and Treatment (PCT). The main technical areas covered by the DHAPP-ZDF Partnership for Sustainable HIV Epidemic Control will likely include the following: demand creation and community-based services for prevention of HIV cervical cancer as well as linkages to care and treatment; HIV-testing services; HIV-related related care and treatment, including PrEP and ART; Voluntary Male Medical Circumcision (VMMC); lab services; and health systems strengthening (HSS). The primary target population is the armed forces/military in Zambia.
Position Summary
The Project Director is responsible for providing technical leadership and management as well as for the day-to-day running of the project. He/she ensures effective implementation and application of sound evidence-based technical strategies, activities and best practices in line with FHI 360’s and the donor’s rules and regulations as well as appropriate national guidelines and policies.
The Project Director: plans and directs project schedules and monitors budget/spending; oversees the project from initiation through delivery and close-out; organizes project activities, ensuring completion of the project on schedule and within budget constraints; selects, develops and evaluates personnel to ensure the efficient operation of the function; ensures compliance and proper financial management; and represents the project team to both internal and external stakeholders. .

Duties and responsibilities
• Provide high-level representation of the project to all key partners, government stakeholders, and staff across FHI 360 (country office, regional office, headquarters office).
• Review project proposals and plans to determine scheduling, budget, procedures, staffing, and allotment of resources needed for the project.
• Establish work plans, project teams, and SOPs to meet project goals and ensure compliance with policies of FHI 360 and of the donor.
• Establish, serve and maintain partnerships with internal and external stakeholders on project matters.
• Oversee all technical, program and financial activities of the project, providing leadership in the planning, designing and development of key strategies, activities, workplans as well as ensuring cost effective implementation of all key intervention areas;
• Plan, direct, and coordinate activities for the project, to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters;
• Ensure the quality and timely submission of reports and other deliverables required by key stakeholders, including the donor, the Government of Zambia, and FHI 360 RO/HQ.
• Oversee recruitment and proper induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.
• Provide leadership to the project team, including offering direction and guidance on priorities, clarifying expectations and standards, and encouraging effective team-work.
• Hold project staff accountable for expected performance and ensure they get appropriate onboarding and training; Support performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
• Ensure the safeguarding of project staff/partners/beneficiaries, proper compliance and controls for fraud prevention, adherence the highest standards of ethics, and timely resolution of any audit findings. Perform other duties as assigned.


Job Skills:
• Strong knowledge of HIV/AIDS programming, especially in the technical areas of this project.
• Understanding of USG/PEPFAR rules and regulations, priorities and strategies, including PEPFAR Key Performance Indicators (KPIs) and reporting requirements.
• Proven expertise in financial and contractual management (including both prime award and subaward levels), compliance and systems for accountability.
• Comprehensive knowledge and demonstrated mastery of concepts, practices and tools for project/program management.
• Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infections
• Well-developed oral and written communication, presentation, and interpersonal skills as well as negotiation and influencing skills.
• Effective critical thinking and analytical skills as well as the ability to problem-solve on complex and highly varied issues.
• Demonstrated ability to effectively plan, organize and manage resources.
• Ability to build and maintain positive relationships among individuals, groups and organizations, including networking and establishing/supporting partnerships with key stakeholders relevant to the project (both internal and external).
• Computer literacy and proficiency in Microsoft word, Excel and PowerPoint.
• Ability to undertake extensive local travel and some international travel.


Job Qualifications:
• Bachelor’s degree as a minimum. Master’s degree in relevant field such as Public Health, Behavioral or Social Sciences, International Development, Human Development or related field is preferred; Medical Degree is a plus.
• At least 12 years of project management experience, including successful management of large-scale projects (of comparable size/scope) within the NGO sector.
• At least 10 years of progressively responsible positions working within public health programs, preferably with a focus on HIV/AIDS and the specific technical areas covered by this project.
• Demonstrated success in managing PEPFAR-funded public health programs, including strong understanding of USG rules and regulations, reporting requirements, and strategic priorities. High degree of proficiency in written and spoken English communication, including presentation and report writing skills as well as negotiation and diplomacy skills.
• Experience working in the ESA region; familiarity with Zambia is preferred. Experience working with Armed Forces and understanding military culture is an added advantage (though not a necessity)..
