JOB DETAILS:
JSI in collaboration with The Palladium Group implements the five-year USAID DISCOVER-Health project to supports the Ministry of Health (MOH) in the provision of quality health services and products. The project’s aim is to improve the lives of Zambians by ensuring equitable access to and use of high-quality HIV, maternal new-born and child health (MNCH), family planning and reproductive health (FP/RH) services and products at the district and community levels. The project utilizes and sustains a health model that maximizes the relative strengths of the public and private sectors to deliver health products and services that reach all beneficiaries and consumer markets.
Reporting: Regional Director and HQ Finance Director and Operations Director .

Main Responsibilities
• Develop operational budgets for DISCOVER regional and hub activities.
• Supervision of all staff under the incumbent’s span of control
• Manage accurate accounts and prepare monthly financial reports for submission to HQ office as required by the Project and donor regulations.
• Review all incoming invoices, vouchers, and receipts for accuracy.
• Prepare all payment vouchers, obtain appropriate approvals and signatures, and ensure that all vouchers are properly coded with the correct activity and account codes.
• Approve all petty cash transactions at regional office, ensure prudent management of petty cash
• Review all regional office vouchers and sign as appropriate-refer to regional office decentralisation guidelines
• Coordinate and ensure smooth program activities working with the Regional Director and Hub Managers. The RFAM will be expected to be proactive and involved, to the greatest extent possible, in technical aspects to ensure efficient Project function at the regional level.
• Monitor program activities and make sure that communication and coordination among partners is effective so activities are completed on schedule.
• Ensure all MOMO payments for the region are managed timely, approve MOMO transactions where appropriate.
• Review budget requests and maintain a budget tracking system to ensure that all expenses are codes correctly and that the project does not overspend on budget lines
• Prepare travel advances, maintain travel advance records, process expense reports, and reconcile advances timely (within 30 days).
• Follow and reconcile all transactions between QuickBooks and the bank statement.
• Ensure and manage field link queries, ensure all queries are resolved within the month
• Where appropriate and with the approval of the Regional and/or Finance and Operations Directors, draft letters to internal and external stakeholders.
• Follow up on purchase orders to ensure vendors comply with terms and conditions
• Provide and oversee administrative and logistical support
• Oversee all fleet and logistics management for the respective region
• Be responsible for maintaining, tagging and updating a complete list of Equipment and Furniture.
• Carry out other operations and accounting tasks as requested by Lusaka field office and Boston Home office
• Oversee procurement within the regional office guidelines
• Manage all vendor payments including payments to hotel vendors to ensure timeliness and accuracy of project accounts payables
• Uphold a strong ethical disposition as per DISCOVER LHEM, Operations Manual and JSI Corporate ethics code
• Actively participate in project management meetings and conference calls, representing the region

Required Qualifications and Skills
• Minimum degree in accounting or equivalent qualification (qualified ZICA licentiate, ACCA fundamental level, CIMA managerial level)
• Higher qualification and experience will be a distinct advantage
• Minimum of 3 years’ experience in financial management for international donor funded projects; preferably including experience with USAID-funded projects.
• Demonstrated ability to manage time and perform to strict deadlines.
• First-hand experience of using accounting software and excellent computer skills (particularly MS Excel and Word) required.
• Excellent interpersonal and teamwork, writing and organizational skills.
