Position Summary:
Under the direct supervision of the District Senior Medical Technical Advisor (D-SMTA) but technically reporting to the Central Level M&E Coordinator (M&E Coord.), the District Strategic Information (SI) Specialist will provide overarching technical assistance and supportive supervision (TASS) to both SPHO and UoMB District SI team. The focus of his/her work will be to enhance the quality of and development of capacity in SI, including monitoring and evaluation (M&E), surveillance, electronic health records (EHR) and health information systems (HIS) with a focus on building sustainable systems for reporting on PEPFAR MER. The District SI Specialist will ensure establishment or improvement of systems for routine data collection, improving data visualization and analytics of routinely collected data, and strengthening of data use for decision making at the facility, community, district, or provincial levels. Additionally, the District SI Specialist provides technical assistance in specific technical areas and provides support for program evaluation and operations research activities.
Overall Responsibilities:
The District SI Specialist will work closely with District technical teams and UMB HQ Central Level M&E Leadership to: .

Job Responsibilities:
• Ensure proper collection, quality assurance and reporting of PEPFAR MER program performance data from all health facilities in the district and in line with the National HMIS guidelines meeting the Government of Zambia, CDC Zambia and PEPFAR reporting requirements.
• Regularly assess, plan for and develop the technical capacity of facility level data workers, high volume facility data coordinators, SPHO district and provincial Health Information Staff to improve the overall quality and integrity of all program related data.
• Ensure and be responsible for optimal functionality of established and scaled-up electronic health record management systems (SmartCare) in all supported facilities for the reporting of both the NHMIS dataset and PEPFAR MER 2.4.
• Facilitate the process for 100% accurate and timely reporting of data from all sites especially the high volume/SmartCare ART sites for both PEPFAR MER and GRZ (i.e. HIA2) Indicators
• Work with the SPHO M&E Team, the DHIOs, Facility-in-Charge (FIC’s) and to conduct routine Data Quality Assurance (RDQA) on all sites on monthly basis until there’s an establishment of excellent data collection and reporting systems as well up-to-date entries of all client’s interactions on the SmartCare EHR systems in supported facilities.
• Participate in the review of Standard Operating Procedures (SOPs) established for Data Collection, Aggregation and Data Validations in line with changes in data demands for the program.
• Represent UoMB SI Team at District level SI/M&E TWGs and make presentations and technical inputs.

  Job Qualifications:
• Bachelor degree in Biostatistics/Epidemiology/Health Informatics/Computer Engineering and related fields
• Familiarity and proficiency in SmartCare or other patient electronic medical records management solution
• At least 5 years doing similar work as an M&E Team Lead
• Experience with Microsoft Access, MS SQL Server, MySQL
• Minimum 5 years’ experience in data management
• Experience working in a health setting involving ART or HIV care a plus
• Excellent presentation and writing skills
