JOB DETAILS:
The Zambia Institute for Policy Analysis and Research (ZIPAR) is a semi-autonomous Think-Tank under the Ministry of Finance and National Planning whose mandate is to conduct socio-economic research and policy analysis in order to provide evidence-based policy advice to the Government, private sector, civil society, and other stakeholders in Zambia. ZIPAR is, therefore, inviting applications from suitably qualified candidates to fill the position of Executive Director.

1. Job Purpose:
The Executive Director is the Chief Executive Officer and Senior Researcher responsible for providing visionary leadership, strategic direction, technical and operational oversight of ZIPAR in order to achieve its mandate.

2. Reporting:
The Executive Director reports to the Board of ZIPAR.

3. Main Duties and Responsibilities:
• Oversee economic and social research and policy analysis to support the policy process within the framework of national development plans to inform evidence-based policy decision-making in Zambia;
• Identify and implement a coherent research and policy analysis agenda and ensure widespread dissemination of timely and simplified findings to all stakeholders;
• Oversee the development and maintenance of economic models for use in policy analysis and research;
• Build and mentor a team of researchers;
• Build and maintain information technology and data management capacity to ensure that ZIPAR works to a minimum level of excellence;
• Oversee the creation of partnerships and collaborative linkages with national, regional, and international stakeholders;
• Oversee operational and administrative functions to ensure that ZIPAR complies with statutory obligations, internal policies, and international standards;
• Champion and maintain the financial sustainability of ZIPAR by initiating and securing new funding streams and ensuring effective resource utilization;
• Perform other duties as assigned.

4. Qualifications and Work Experience:
• Must possess a postgraduate degree from a recognized organization in Economics, Development, or any related field. A PhD will be an added advantage;
• A track record of high-quality published research work;
• Minimum 5 years of experience at a senior management level;
• Knowledge and experience with Government policy formulation processes to effectively contribute to public policy development;
• Experience in financial resource mobilization.

5. Other Requirements, Skills, and Job Competencies:
• The Executive Director must have flexibility to work with minimal supervision and deliver high performance;
• Strong communication, leadership, and managerial skills;
• Ability to establish and maintain professional networks and collaborations.
