NMS Infrastructure of the UK has been contracted by the Ministry of Health in Zambia to design, construct and equip five 80-bed District Hospitals and 115 Health Centres
Job Title: 2 Clinical Specialist
NMSI – Zambia Ltd seeks to recruit an experienced and proven Clinical Specialist to take on the role of Clinical Training and Management and advice related to Installation, commissioning and Maintenance of all Medical Equipment for the programmes in Zambia.
Reporting to: NMSI Infrastructure Equipment Support Services Manager (ESSM)
Based at: Lusaka.
Qualification and Experience
The successful applicant will:
• Have a degree in Nursing or relevant field with over 10 years’ experience.
• Have proven and successful experience as a clinical specialist delivering front line medical services in Europe and in Zambia.
• Have an understanding of Maintenance & Training for remote and extensive medical operations involving high value and sensitive materiel.
• Be able to audit a customer skills base and perform a comprehensive needs analysis.
• Be an excellent and experienced clinician who believes in the value of people and who will encourage others around them.
• Have the broader knowledge, management skills and gravitas to be able to deputise and stand in for the ESSM in Zambia during leave etc.
• Be astute, commercially aware with a working knowledge of business administration.
• Be literate in the use of Microsoft Office and computer aided training.
• Have a Zambian driving licence (over 4 years).
Position and Responsibility
The Clinical Specialist will be responsible to the ESSM for providing clinical training and management advice related to the installation, commissioning and maintenance of all medical equipment deployed in the District Hospitals. In brief, this includes:
• Assist the ESSM by carrying out a training needs analysis to assess training requirements and writing SOPs in conjunction with ESSM/OEMs to ensure end user competence.
• Act as the interface between NMS and MOH regarding QA during the hospital handover process.
• Provide the NMS team with clinical direction, guidance and advice in all areas of the project.
The successful candidate will support the establishment of sound commercial local relationships, and growth of a local and international team deployed in support of this project. The role will be expected to have professional liaison with the NMS Logistics and Procurement Controller, the Zambia Logistics Manager (both who will deliver the products to the hospitals) and the Zambia Operations Manager and Construction Manager who will be coordinating the build of the hospitals.
In conjunction with support from NMS’ commercial partners for medical equipment management, the Clinical Specialist will be responsible to the ESSM in the delivery of the following:
• Liaison with NMS UK Logistics team and Medical Equipment Suppliers on the delivery and installation of equipment.
• Review of the client requirements for delivery of medical equipment.
• Training Needs Analysis on all medical equipment.
• Preparation and delivery of training material
• Follow up and Quality Assurance on both trained staff and usage of medical equipment as part of the ongoing support and maintenance programme at each hospital.
The above demand that the candidate will be able to deliver each task based on:
• Personal experience as a clinical expert in using the similar equipment within a medical environment,
• A registered medical practitioner recognised by the Zambia MOH,
• An understanding of the clinical standards, expertise and training of staff within the Zambia MOH,
• Awareness of hospital operations and management approaches within the Zambia MOH, and
• A professional ability to review the equipment manufacturer’s training and maintenance manuals.
The successful candidate will fulfil the following tasks:
• Be the fact holder and information manager for all clinical aspects for the Zambia Districts Hospital Project.
• Liaison with Logistics and Procurement Controller, and the equipment suppliers to understand all aspects of ICM and Training required by the suppliers for the optimum performance of all the products and the maintenance to validate the warranties.
• Tabulation, for all products, the ILS information covering the need for scheduled maintenance, service intervals, qualification of technicians, duration of task and the requirement for consumables, technical publications, tools and STTE.
• Research and record all qualified expertise already present in Zambia for the products that are being supplied on the Zambia District Hospital Project.
• Using the above information and knowledge of the disposition of equipment, establish an ICM&T plan .
• Support the rollout and implementation of the ICM&T plan.
• Support the collection of data and evidence of all ICM&T activities.
• Capture any information that will assist the company to enhance the quality, value and profitability of its future products and services.
In addition, the candidate will also report to the NMS Country Manager in the provision of first line medical support services for the small NMS team, dependants and UK visitors, including liaison with the local medical services as and when required. Tasks shall include, but not limited to:
• Medical orientation briefs to NMS staff and contractors, including advice on travel and primary healthcare.
• Undertake detailed recce of all NMS sites to ascertain levels of healthcare provision for NMS employees and contractors whilst deployed, to include visiting local emergency service providers.
• Provision of first line medical care, and coordination of follow-on medical support with local primary and secondary healthcare providers
