The Zambezi River Authority has received financing from the African Development Bank (AfDB), the Swedish Government and the World Bank's International Development Associations (IDA) towards the cost of the Kariba Dam Rehabilitation Project, and intends to apply part of the proceeds for the employment of an Individual Consultant (including one that may be provided by a consultant firm) for the position of:
1. Contracts Management Specialists x 2 positions.
Job Responsibilities:
• Support the ZRA Project Team in the management of all the KDRP contracts and associated procurement activities.
• Liaise with the Technical Support and Supervision Consultant TS&S (Client's Engineer) on the technical requirements of the contracts
• Ensure that all Contractor's activities are in line with the provisions and clauses of the signed contract and all variations and amendments effected during project implementation are consistent with the contract provisions with necessary ZRA and Cooperating Partners clearances as needed and are made in a timely manner through the appointed Contracts Management Specialists Messrs, Stucky or their representatives within the project.
• Coordinate inputs from TS&S, ZRA Technical Advisor, and Panel of Experts, to facilitate consistent reporting to the key Stakeholders.
• Monitor and advise on the application of the contract clauses, including the "Force Majeure" Clause.
• Drafting communications to the contractors/consultants and to the financiers in consultation with the Project Manager and other relevant ZRA personnel.
• Ensure that all the contractual obligations are made on a timely manner and in compliance with the contractual clauses and relevant international Standards on Contracts Management;
• In consultation with the Project Manager and Manager Procurement, develop the Procurement Plans of all project components Monitor and review the Procurement Plans, ensuring timely completion of all procurement activities Respond timely and adequately on contract management matters within the responsibility of ZRA, through monitoring all the Contractors' claims and variation orders in line with the provisions of the Contracts.
• In case of disputes, prepare the necessary documentation and outline available resolution steps and measure.
• Facilitate smooth and timely coordination and information exchanges between the different Project Stakeholders for all tasks related to contractual and procurement issues.
• As necessary and appropriate, in line with World Bank guidelines, suggest and develop appropriate procedures, controls, checks, rules, tools, etc., that support contract administration and prevent possible fraud, unauthorized contractual deviations.
• Participate in technical/site meetings and providing recommendations to improve the Project implementation in terms of contract administration.
• Flag out and manage all contractual issues during the Project commissioning to ensure a smooth Project Takeover.

Job Qualifications:
• Contracts Management Specialists Qualifications and Experience: Academic /Professional Qualifications
• Bachelor's Degree Civil/Mechanical Engineering or equivalent, and relevant experience with similar tasks Relevant Post Graduate or equivalent in Project Management Familiarity with World Bank procurement policies and standards applicable to large construction projects Membership of a Professional Body
• 10 years of professional experience specifically on contract management of large civil infrastructure projects is required. Experience in hydropower/hydraulic facility projects will be an advantage.
• At least 3 years' experience in developing countries, preferably in Eastern or
• Southern Africa is required. Demonstrated knowledge of World Bank procedures pertaining to works contracts: experience from at least 1 (one) World Bank funded project as contracts manager is required.

Job Experience Requirements:
• A minimum of 15 years is required in fields related to major Civil Engineering and Mechanical works.
• Evidence of experience in the management of FIDIC Red Book Conditions of contract, familiarity with the roles and obligations of Engineer, Employer and Contractor and Communication Channels etc.
• Written and oral fluency in the English language is required.
