In Rwanda, Right To Play is implementing the Global Affairs Canada-funded Gender Responsive Education And Transformation (GREAT, 2018-2023) program in primary public schools from three districts of Bugesera, Kayonza and Ruhango. This program seeks to (a) integrate play-based learning approach into teaching practices amidst the roll-out of competence-based curriculum (CBC), (b) engage parents and caregivers to respond to the learning needs of boys and girls and children at risk and (c) adopt the play-based learning into preservice and in-service teacher training.

The Rwanda country office is currently searching for 3qualified and self-driven candidates to fill the position of Education Project Officer.
JOB SUMMARY:
The Project Officer reports directly to the Program Manager (PM) and is responsible for the effective administration of the education project and reporting on the outcome to internal and external contacts as required.
III. RESPONSIBILITIES
In accordance with Right To Play (RTP) approved policies and procedures, the incumbent will be responsible for the following:
1. Project administration
• Contributes to the formulation of the education strategies to meet education program deliverables which feed into the overall country strategic plan.
• Prepares and leads the implementation plan of education program activities from existing operational plan.
• Guides Field Facilitators on executing the activities in each project location and schools of operations.
• Ensures that activities are compliant with RTP methodology and standards.
• Oversees community events such as Play Days with clear topic which reflects the learning needs of boys and girls and children at risk
• Develops and strengthens understanding of our project management cycle with project staff and partners.
• Compiles reports received from the Field Facilitators and submits monthly activity reports to PM with sound education analysis along with strategies to handle identified challenges.
• Completes monthly budget projections and tracks expenditures.
• Participates in the planning of budget and tracks activity expenses occurred against cash projections.
• Procures project equipment including teaching and learning materials eg reading books for teachers delivering education program with gender responsiveness lens (in coordination with Logistics Coordinator), within authorization levels set in the In-Field Authorization Levels policy.
• Coordinates school infrastructure upgrades eg girls’ changing rooms based on the needs of the project site.
• Arranges for storage and delivery of sports equipment to deliver play-based life skills activities within participating schools.
• Coordinates with other education-focused NGOs/CBOs to ensure participation in partner events, JADF and DCC (District teacher Continuous professional development Committee).
• Monitors security situation in project location and reports to the PM.
• Follows up on logistics issues at the project location and ensure assets, including project vehicles, are maintained.
2. Team management
• Conducts performance appraisals for all direct reports and provides regular feedback on performance.
• Oversees performance of any contract staff such as security guards where applicable.
• Ensures staff understands and complies with the policies of RTP.
• Assesses training needs of all direct reports with input from project staff, partners, and stakeholders.
• Oversees training of teachers and education officials delivered by Field Facilitators and observes coaches’ performance for certification.
• Follows existing systems to reasonably safeguard the overall health, welfare and security of the project staff.
3. Networking, representation and partnership building
• Shares activity plans with local NGOs in Education and Gender Equality Sectors, CBOs (community-based organizations) and looks for synergies and opportunities to work together.
• Maintains a positive working relationship with education officials and Rwanda Education Board (REB) staff within district of operations staff, District and Sector Education Offices and Primary Schools
• Ensures effective implementation of Memorandum of Understanding (MoUs) between Right To Play and Ministry of Education within district of operations and agreements with local representation of partner organizations.
• Facilitates collaboration and networking with other organizations, government and other relevant institutions which work in education and gender equality & equity programming to enhance RTP visibility and project activities.
• Coordinates planning meetings with partners and represents RTP in various platforms focusing on education, gender responsiveness and child safeguarding.
• Facilitates participation of Athlete Supporters in project activities and events.
• Conducts an assessment survey to determine the NGOs that RTP could partner with and initiates partnerships to meet education program deliverables.
• Ensures partners are in compliance with RTP Code of Conduct and Child Safeguarding policy.
4. Monitoring and reporting
• Visits project locations to oversee activities, events and collects information to report on performance outcomes with focus on education and gender responsiveness high level of thinking • Works with school head teachers and teachers to develop their understanding of RTP’s monitoring and evaluation system as it relates to reporting on children and teachers actively involved in education program activities.
• Ensures accurate collection and timely submission of quantitative and quantitative monitoring information according to RTP monitoring tools.
• Submits regularly reports to PM/PO and occasionally external stakeholders including Ministries, partners and donors.
• Provides quarterly updates of lessons learned and best practices to project team, stakeholders and the PM.
5. Performs other duties as assigned

MINIMUM QUALIFICATIONS (must have):
EDUCATION/TRAINING/CERTIFICATION
Bachelor’s degree in Education (Focus: Literacy and Gender)
EXPERIENCE:
3 years’ experience in Education and Gender Responisve Project Administration with proven experience in literacy and numeracy programs.
KNOWLEDGE/SKILLS
• Excellent interpersonal and communication skills both written and verbal
• Self-starter with ability to work with minimal supervision
• Strong organizational and delegation skills
• Able to meet deadlines and prioritize tasks
• Strong development and team building skills
• Computer literacy in outlook, MS Word, PowerPoint, Excel, and Internet
• Understand project management cycle
• Understand and hold significant working experience with Rwanda In-Service and Pre-Service Teacher Training Systems
• Effective report writing and analytical skills
DESIRED QUALIFICATIONS (Asset to have):
• Knowledge in child and/or adult education
• Knowledge in Sport for Development
• Experience developing and managing budgets.
• Knowledge in Gender Responsive Education Programs with Focus on Numeracy and Literacy.
• Driving license” category A” is highly recommended
JOB CONTRIBUTIONS/IMPACT
PROBLEM-SOLVING
The incumbent is expected to follow established procedures and methods. Some problems will require analytic skills to identify ways to work within the limits and address needs at the same time.
FINANCIAL IMPACT
The incumbent is expected to manage the activities based on the approved budget and has approval ability as set by the In-Field Authorization Levels policy. He/she recommends purchasing equipment and other project-related expenses. Tracks expenses and decides on how to best spend remaining budget.
INFORMATION MANAGEMENT
The incumbent is expected to share information with external stakeholders with input from Field Facilitators and approval from PM. He/she collects data and generates reports and newsletters that distributes within the country and region and occasionally all of RTP.
CONTINUOUS IMPROVEMENT
The incumbent is expected to identify changes that would benefit the community, project team or partners.
RELATIONSHIP MANAGEMENT
The incumbent is expected to enhance relationships with partners by identifying needs and integrating them into activities as much as possible while providing support for maintaining great relationship.
SPECIAL CONDITIONS:
The incumbent is required to travel within the country, outside travel is possible.
