JOB DETAILS:
JOB PURPOSE
To formulate, direct, co-ordinate and control functions related to transport, real estate management, security of ZABS property in a cost effective, efficient and professional way and advise on matters related to general administration to ensure that Bureau meets its corporate objectives at all times.
KEY RESPONSIBILITIES.
• Execute and maintain up-to-date manpower plans and programmes through effective human resource forecasting and succession planning in order to maintain the optimal establishment levels.
• Coordinates implementation of Performance Management including Appraisals in order to ensure enhanced performance as well as to establish training needs.
• Execute training and development programmes in order to provide the organization with required skill mix and experienced manpower.
• Provide guidance on labour matters to line management to ensure Human Resources policies, procedures and practices are adhered to.
• Implement industrial relations statutes, interpret and enforce Collective Agreements in respect of conditions of service, provide discipline in order to attain a conducive Industrial Relations climate in the Bureau.
• Develop, implement and interpret human resource procedures and systems such as job evaluation, performance appraisals, recruitment, disciplinary code, conditions of service and training for consistency and fairness.
MINIMUM QUALIFICATIONS AND EXPERIENCE
• Full Grade 12 Certificate, with at least credit in 5 subjects
• Degree in Human Resource Management/ Public Administration.
• Minimum ten (10) years' work experience with 5 years at Management level in a busy office
• Full member of the Zambia Institute of Human Resources

• Good organizational and leadership skills
• Ability to write technical reports
• Good analytical skills
• Ability to communication effectively both written and oral
• Computer literate (Word processing, spreadsheets and internet)
• High level of integrity and confidentiality, sober character, ethical and capable of working independently.
