Resonance is currently seeking Monitoring, Evaluation, and Learning (MEL) Manager candidates to propose for an upcoming 5-year USAID-funded Zambia Alternatives to Charcoal project. The purpose of this activity is to promote energy alternatives to charcoal with the goal of reducing deforestation and forest degradation in certain provinces of Zambia. The position is contingent upon contract award.
The MEL Manager will report to the Deputy Chief of Party and develop MEL systems and indicators to capture program performance results and provide effective, accurate and timely monitoring, evaluation, and reporting of all project activities. The MEL Manager is responsible for documenting and disseminating project successes, challenges and lessons learned to USAID and ensuring that all reporting requirements are met.

  Essential Functions
The MEL will oversee the collection, management, analysis and use of project data, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.
• Develop Monitoring, Evaluation, and Learning framework, including determining relevant indicators and metrics to measure program and grant activities impact, aligning with USAID reporting requirements;
• Oversee implementation of a baseline study on the indicators, including drafting tools and survey methodology;
• Contribute to the program’s day-to-day and longer-term activity trackers, capturing and analyzing indicator data for reporting, identify lessons learned;
• Ensure the grants portfolio has a rigorous MEL framework with a database and unique targets for each grantee; and advise local partners and grant awardees on requirements of technical milestone deliverables and provide feedback, in coordination with field and headquarter staff;
• Monitor the results of the program’s activities and lead periodic evaluations, contribute to dissemination of results to external audiences, and review technical milestones to confirm they meet program requirements.

  Required Education and Experience
• Bachelor’s Degree in communications, journalism, media studies, business, international affairs or a related field
• Five (5) years of relevant Monitoring, Evaluation, and Learning experience, preferably around natural resource management, alternative livelihoods, social enterprise support, and/or open innovation;
• Thorough understanding of USAID Monitoring, Evaluation, and Learning and other policies, regulations, and procedures
• Record of maintenance and database management skills and data capture, complex statistical analysis, and lessons-learned dissemination;
• Demonstrated leadership skills and ability working collaboratively on cross-cultural teams;
• Ability to work independently to manage high volume work flow, perform complex tasks, and prioritize multiple projects; strong quantitative, written, and verbal communication skills;
• Ability and interest to live and work in Lusaka, Zambia.
Preferred Education, Experience & Competencies
• Advanced Degree in statistics, economics, public administration, business, or a related field;
• Experience leading the formulation and implementation of a MEL framework for a USAID project.
