Position Summary

We strive to integrate Safeguarding and broader Accountability considerations into all our interventions to prevent harm to people and the environment in the delivery of development and humanitarian assistance. PIN has a Code of Conduct and key policies that guide our activities and are designed to ensure the protection of beneficiaries and staff.

The Acc-SFG Coordinator will support both safeguarding and accountability mechanisms, under the CD’s supervision, including handling of fraud, corruption, and other misconduct-related cases. And supporting CD and senior management to reduce the country program’s risks and implement adequate mitigation for these types of misconducts and breaches with a more primary focus on Safeguarding to reduce and mitigate:

–        Sexual exploitation and abuse caused by people employed by or collaborating with PIN.

–        Sexual harassment, or other forms of harassment/bullying, within the workplace that is experienced by staff or volunteers.

Reporting Relations & Interdependencies with Other Functions

Line manager of Zambia Accountability and Safeguarding Coordinator is the Country Programme Director. Role of the Zambia Accountability and Safeguarding Coordinator is to support Country programme Director to be able to comply with highest qualitative and ethical standards. Zambia Accountability and Safeguarding Coordinator cooperates closely with country programs operations and programmes teams and RDD Accountability and Safeguarding unit.

Duties & Responsibilities

Capacity development

–      Have an in-depth knowledge of PIN’s Code of Conduct and Key policies such as the Safeguarding Policy, PSEAH Policy, Child Protection Policy, Anti-Fraud, bribery and Corruption Policy, whistleblowing, Code of Conduct;

–      Under the supervision of HQ Accountability and Safeguarding Unit, the Officer will receive training on investigation procedures, case triage, and safeguarding case handling protocols, and will participate in refresher sessions annually. And participate in cascading these trainings internally at the country program

–      Deliver safeguarding (SG) induction and refresher training as appropriate;

–      Facilitate regular opportunities to discuss concerns about practice within teams or with other colleagues to help develop a safe working environment and an open and supportive management culture;

–      Deliver SG training to enable PIN and partners staff with key responsibilities to undertake their roles and mainstream SG functions;

–      Provide on-going mentoring and support to PIN and partner staff to take proactive steps to ensure that all programming activity identifies the potential risks and works to eliminate and mitigate those risks;

–      Ensure issuing and dissemination of SG materials (policies printouts, SG visibility materials, etc.) ;

–      Take part in development/update/review and effective usage and dissemination of Safeguarding training materials and tools;

–      Develop capacity of HR to ensure safe recruitment;

–      Communicate about the PIN whistleblowing mechanism to PIN employees;

Safeguarding Procedures and systems

–      Participate in the development of the action plan for the implementation of safeguarding;

–      Support operational and programme teams in implementing Safeguarding (e.g. accompanying project managers in their risk assessment activities; proposing risk reduction measures, etc.);

–      Monitor the overall implementation of the SG policies throughout the country programme ;

–      Identify and utilize opportunities to integrate SG approaches into all aspects of PIN work ;

–      Develop and update a list of PSEAH contacts, including internal contacts (any relevant staff within the programme or at headquarters) and external contacts (PSEAH staff in other INGOs, victim/survivor care structures, protection cluster and GBV and child protection cluster leads, etc.);

–      Support the MEAL/CFRM team in the follow ups and implementation of inclusive and functional community feedback and complaints mechanisms;

–      Ensure Safeguarding concerns are reported effectively in line with the CFRM and Whistleblowing policies, act as the country program referral point;

–      Ensure that the Safeguarding mechanisms are in place and are subject to monitoring/review;

–      Promote coordination with other trained staff in Safeguarding and Investigations to ensure continuity of skills and capacity in the team

 Accountability,  Safeguarding and Investigation processes support:

–          Under the CD’s supervision and coordination with PIN RDD Accountability and SG unit, act as Country Program Focal Point for all internal investigations, including fraud, corruption, conflict of interest, and safeguarding.

–          Under the CD’s supervision, manage internal and external allegations across all misconduct types, ensuring compliance with PIN investigation guidelines and serves as lead investigator unless assigned otherwise by CD.

–          Maintain the long in of the confidential investigation cases on PIN case register and support preparation and review of case reports for mission and HQ reference.

–          Provide technical guidance and support to country program staff involved in investigations.

–          Collaborate with HR and MEAL to define thresholds and coordination for case triage, support CD in investigation committee formation, and role assignment in investigation processes.

–      Ensure that concerns are followed up safely and effectively in line with the Investigation guidelines, including victim(s) support and safety;

–      Raise awareness about the Complaint and Feedback Mechanism (CFRM) and Whistleblowing channels among staff and communities.

–      Liaise with the MEAL team and partners to monitor feedback trends, flag serious cases, and support risk mitigation.

–      Assist the CD and relevant departments in analysingmisconduct trends (fraud, SEA, conflicts of interest) to inform training and prevention efforts.

Audits

–      Participate in internal as well as external audits as a country program referral point for Accountability and Safeguarding;

–      Ensure implementation of PIN policies review/updates ;

–      Participate in Corrective Action Plan preparation and implementation at country program level (if applicable) .

Other

–      Participate in relevant internal and external meetings and SG platforms.

And fulfils any other tasks as required.
