I. Job Summary
The Administration and Finance Officer of Rwanda Allied Health Professions Council (RAHPC) shall be responsible for the administration and routine management of financial operations of the Council.
He or she shall work under the direct supervision of the Registrar of the Council and he or she shall ensure that all technical administrative and financial activities are implemented. He/she shall be responsible for organizing routine activities in order for the Council to fulfill its mandate..
Responsibilities
• Ensure that adequate financial controls are in place to maintain propriety and proper accountability of expenditures
• Ensure the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled, maintained and can be easily extracted for the purpose of preparing financial statements; and financial audits
• Check and ensure that all procurement process and expenditures of the council are authorized in accordance with the council’s procedures
• Record of all financial transactions, grant, donations to Council with the appropriate chart of account
• Ensuring that ALL statutory returns, filing, and payments are adhered to as per statutory guidelines (RSSB declarations, RRA declarations).
• Coordinating and facilitating Internal and External audits
• Coordinate the planning and budgeting process in collaboration with other units
• Monitor budget and expenditures and guide the preparation of the budget revision
• Check budget lines to ensure that all transactions are booked to the correct budget lines
• Ensure tracking petty cash, keeping appropriate records, and maintaining reconciliations
• Prepare the payroll of RAHPC employees
• Advice Management timely on matters related to finances and new tax regimes
• Ensure proper management of councils’ assets.
• Ensure Supply chain management and any logistic activities are undertaken appropriately.
• Ensure proper human resource management policies are in compliance with labor laws and update of employees files
• Ensure the Annual capacity Building plan is in place
• Ensure proper plan of annual leave of employees for the smooth running of the council Keep updating the procedure manual and any other Administrative policies
• Plan for the performance appraisal of the employees in consultation with Registrar as the chief executive officer
• Ensure the employees medical insurance is updated on time
• Provide a strategic orientation and guidance on all administrative matters
• Prepare all documentation for contract issuance.
• Ensure quarterly and annual reports are appropriately compiled.
• Carry out any other related task assigned by the supervisor and support other activities as required by the management.
Knowledge and Skills requirements
• Demonstrated ability to address complex and critical issues in the administration and finance.
• Demonstrable high level of managerial skills with initiative and team spirit and an ability to quickly grasp new concepts in areas of administration and finance and provide appropriate strategic advice to other members of the administration.
• A demonstrated ability to effectively lead and manage a range of individuals and groups to ensure
• the cohesive development and delivery of Council services
• Effective communication skills at all levels, in English, French, and Kinyarwanda; Knowledge of Swahili would be an added advantage.
• Strong managerial, governance and/or leadership experience.
• Sound understanding of finance, budget management, and corporate governance.
• Strong presentation skills and an ability to advocate where applicable
• Capacity to understand the political imperatives in decision making.
• Experience within senior executive roles in public or not for profit organizations.
• Excellent computer-based communication skills.
Required Qualifications
• Bachelor’s Degree from a recognized institution in Management, finance, Public and Business Administration.
• A minimum of three years of working experience with similar responsibilities with concrete evidence is a pre-requisite with two references.
