Job Description
What You’ll Be Doing
• learning management Nathan, a Cadmus Company, is seeking to hire an Advanced Investigations Training Advisor for a short-term contract on its USAID Zambia Revenue for Growth Activity (R4G). R4G supports the Government of the Republic of Zambia (GRZ) in its efforts to improve domestic revenue mobilization (DRM) and expand the fiscal space for public spending and investments in service delivery and poverty reduction. R4G engaged both government and non-government stakeholders to build capacity in tax policy analysis, improve tax compliance and administration, and strengthen the tax culture in a manner that facilitates private sector growth and accountability relationships between taxpayers and the GRZ.
• R4G has previously conducted a financial crimes investigations training for the Zambia Revenue Authority (ZRA). This training was primarily aimed at enhancing the knowledge and skills of ZRA officials in the Investigations Department. Following this training, and in collaboration with the ZRA Investigations Department, R4G has identified an opportunity to continue its capacity-building engagements with the ZRA’s Investigations Department by developing an advanced investigations training course. R4G seeks to retain an Advanced Investigations Training Advisor to support the ZRA with the development of an advanced investigations training course that will be uploaded to Atingi, the ZRA’s system and used to train new investigators.
Responsibilities
The Advanced Investigations Training Advisor will perform the following tasks, conduct advanced investigations training and develop training modules that cover the following topics:
• planning an investigation
• sources of information
• criminal/financial investigation techniques
• informer recruitment (confidentiality and anonymity, incentives, legal and ethical framework, information verification and collaboration with law enforcement)
• dealing with cross-border tax evasion and avoidance and collaboration with international counterparts and organizations
• techniques for collecting financial data and records
• importance of accurate record-keeping for compliance
• handling and analyzing vast amount of evidence
• digital and cyber evidence in modern investigations
• advanced forensic techniques for various types of evidence
• dealing with encrypted and hidden digital data
• financial statement fraud and the investigation thereof
• forensic accounting and auditing
• VAT Fraud investigations
• investigation of politically exposed persons (PEPs)
• e-commerce investigations
• trade based money laundering
• terrorism financing and the role of taxation
• asset tracing, recovery, freezing, seizing and forfeiture of assets
• prosecution of financial / tax crimes
The Advanced Investigations Training Advisor will work under the supervision of the R4G Tax Administration Specialist and R4G Tax Administration Lead and will interact with the ZRA and other external stakeholders, as may be required.
Qualifications
The Advisor should possess the following experience and qualifications:
• An undergraduate degree (postgraduate degree would be an advantage) in a relevant field such as law, criminal justice, criminology, law enforcement, accounting, finance, economics, business administration or other relevant areas
• Professional certifications in investigative techniques, fraud examination, or related areas (e.g., Certified Fraud Examiner (CFE), Certified Financial Crime Specialist (CFCS), etc.)
• At least 10 years of experience in conducting complex investigations, including financial crimes, tax evasion, fraud, or similar areas in a revenue authority and / or a related field
• Management-level experience in a revenue authority
• Experience developing and delivering training to revenue authorities or similar entities
• Experience consulting in Africa (or emerging markets) to governments and/or regional bodies
• Excellent oral and written communication and presentation skills
• Excellent team player and strong interpersonal skills
• Ability to deliver high-quality work within deadlines
• Preference for familiarity and understanding of the tax laws under the English Common Law and the Roman-Dutch Law
