JOB DETAILS:
This activity is designed to support NDI Zambia’s partner, the Jesuit Centre for Theological Reflection (JCTR) in their planning and implementation of advocacy and communications campaigns and related activities, as well as to assist them in developing communications about their programming and ultimately build their capacity to effectively interact with traditional media and leverage social media to achieve their advocacy goals. In undertaking these activities, the consultant would be required to work in NDI Zambia’s office on a schedule as requested, except for public holidays, for a period of two (2) weeks.
Backgroun
NDI Zambia has funding from the National Endowment for Democracy (NED) to assist a Zambian Civil Society Organization (CSO) to monitor the newly expanded Constituency Development Fund (CDF) activities in a systematic manner. NDI has chosen to partner with the Jesuit Centre for Theological Reflection (JCTR) for this project, and they will shortly undertake monitoring of CDF in four constituencies. They will use the data they collect to inform the government and the public on critical areas of CDF implementation.

Expected Tasks
The consultant would be expected to complete advocacy and communications-related tasks, including but not limited to the below:
1. Assess JCTR’s advocacy, traditional and social media and communications capacities and recommend improvements;
2. Incorporating best practices across Africa for effective messaging, advocacy action and communications tools, aid and work with JCTR staff and leadership in the development and implementation of a communications and advocacy strategy for the data they collect in the CDF monitoring project, inclusive of targeted messaging relevant to various offices, advocacy and communications tools, paid media plans, free media plans, newspaper, TV and radio advertisement and social media content and scheduling;
3. Assist JCTR with the development and distribution of advocacy and communications tools, such as statements, newspaper articles, flyers/brochures, position paper formats, social media posts, infographics, videos, animations, etc.;
4. Assist JCTR in conducting an assessment and analysis of their social media platforms with a specific focus on content development, online presence, and post engagement and make recommendations for a tailored social media strategy related to the data collected in the CDF project with social media content timetables and social media-friendly content in line within the overall communications strategy;
5. Develop training modules/presentations and conduct capacity-building trainings for JCTR staff on various aspects of advocacy, media and communications, with a specific but not exclusive focus on social media including boosting social media posts through Facebook ads and may include pursuing Facebook verification status; and
6. Suggest and develop short flyers (e.g., 1 pagers) and web stories describing the results and data of JCTR’s CDF monitoring and the advocacy messages emanating from it.
Timeline
The advocacy and communications consultant will be expected to begin work, per a requested schedule, and appear at the NDI Zambia office during regular office hours beginning early June 2023 for a two-week period. Timelines for individual tasks will be provided on a case-by-case basis.

Conditions
All actions, including documents created and trainings conducted, by the consultant must maintain strict political neutrality, and the consultant must not be associated with any political party or senior political party member – professionally or personally – during the timeframe of this contract. The consultant must provide NDI Zambia with time to review all documents and presentations created before they are shared with JCTR or in any public manner.
The consultant agrees to keep confidential all work conducted under this program and acknowledges that NDI Zambia retains all rights to any materials and documents created under this project.
All work described above is dependent upon donor agreement and approval, as well as program needs and nonperformance as judged solely by NDI, and as such may be canceled without notice. However, any work completed prior to cancelation will be paid to the consultant in full.
