Call for Applications for Faith Based Organizations as Sub-Sub- Recipients (SSRS) to the CHAZ GF HIV-TB Grant Titled Accelerating Towards Epidemic Control II (ATEC II)

Background
The Expanded Church Response (ECR) is a local Faith based Organization established in 2003 with the mission to Empower the Church for a comprehensive, Coordinated Development response thereby contributing to the physical, emotional and spiritual wholeness of individuals, families and communities in Zambia and beyond. ECR is one of the Lead Recipients (LRs) of the Global Fund grunts in Zambia under Fund ATECII, which will run for a period of 3years from 2021 to 2023.

ECR is looking to engage Faith Based Organizations as SSRS to implement various activities under Prevention and Resilient and Sustainable Systems for Health modules of the grant. Therefore, this call seeks to select SSRs to implement activities under the thematic areas below. Applications are therefore sought from institutions that meet the requirements and have the capacity to implement activities under the thematic areas

Module Prevention Programs
(Up to 4 FBOs Required) - Kalabo, Kaoma, Senanga and Mwandi (Western Province).

Activities:
1. Build capacity of 30 community volunteers and providers in 4 districts (i.e. Community volunteers, para-legal volunteers, community leaders, youth leaders) in SGBV
2 Train 85 Paralegals in districts (pooling from Head men, religious, CCPU and community leaders)
3. Support victims with transport fees
4. Build capacity of health workers (5 in each of the 4 districts) through training and mentorship in the provision of a package of essential post-violence healthcare
5. Build capacity of health workers (10 in each of the 4 districts for 5 days) through training and mentorship in the provision of a package of essential post-violence healthcare interventions

Module: Prevention Programs
(Up to 6 FBOs required)- Mpika, Mumbwa, chikankata, Kafue, Mwase and Lumezi).

Activities:
1. Introducing DREAMS Like Services Layering Build capacity of 140 Peer Educators (20 in each of the 4 tertiary Institutions for 10 days) through training and mentorship in the provision of injectable pills and condoms in order to prevent unsafe abortions
2. Train 54 Youth peer educators in the delivery of SRHR services/AL, both for in and out of schools including tertiary institutions to enhance peer to peer counseling and linkage to accessing services in health facilities
3. Formation or strengthening of 3 in school clubs in 2 districts, including formation of girls and boys clubs as platforms to address issues specific to girls and boys)
4. Conduct bi-monthly integrated Outreach health services focusing on delivery of minimum package for adolescent health in 2 districts targeting schools (primary, Secondary and tertiary), community and other institutions (prisons and refugee camps)

Objectives of the Call for Applications
To invite eligible FBOS to submit applications to become SSRS under the GF HIV/TB Accelerating Towards Epidemic Control II (ATEC).
2. Organizations will be expected to receive grants for implementing activities among the target population that include PLHIV, Adolescent Girls and Young Women, Pregnant and breastfeeding mothers, AGYW and AYP living with HIV and the general population. They will provide through their coordination activities capacity building technical support, mentoring, grant administration, financial management, monitoring and evaluation. The FBOS must show a strong history of evidence based HIVTB programming and Grant Management and demonstrate good capacity for grant appraisal, capacity building and programme evaluation. Demonstration of institutional systems and policy development and capacity building is an added advantage.
3. The applicant should show strong history of implementing evidence based public health programs and community systems strengthening grants with specific bias in areas of prevention for vulnerable population, prevention for Adolescents Girls Young Women, Youths and People Living with Disabilities (PLWD)

FBOs meeting the above requirements should submit their soft copy applications using the ECR email address with the proposal format provided and a cover letter, on their organizations letterhead, highlighting the following:
(a) A signed, completed application form
(b) Name of organization including physical and postal contact details
(c) Certified Certification of registration
(d) Certified copy of the organization constitution
(e) Annual returns to registrar of Societies
(f) Minutes of the most board and management Meeting, respectively,
(g) List of the members of the Executive (including positions held, address and contact numbers):
(h) Profile and history of the organization and its accomplishments
(i) Latest animal Financial and program reports
(j) List of donors, projects managed level of funding and catchment area for the previous three years

Please note that the funding under this Grant is limited and only one FBO operational in mentioned districts will be selected under each category based on the quality of their proposals and evidence provided during site assessments. FBOs will be allowed to cover more than one district if found capable upon assessments
