About SOS Children’s Villages
SOS Children’s Villages is a global federation of 118 national SOS Children’s Villages associations, working in more than 2000 programme locations worldwide. The organisation works together with a single vision that every child belongs to a family and grows with love, respect and security.
In Zambia, SOS Children’s Villages operates in four locations; Lusaka since 1999, Kitwe since 2004, Livingstone since 2008 and Chipata since 2012. The two core programmes of Family Strengthening and Alternative Care reach out to children who are at risk and those who have lost parental care.
The Family Strengthening is a community outreach programme which conducts programmes that strengthen communities as safety nets for children at risk of losing parental care, while at the same time strengthening capacities of caregivers in order for them to provide care and protection to children in the target group. Since inception, the Family Strengthening has worked in 3 – 5 year frameworks.
SOS Children’s Villages wishes to conduct a review of the Family Strengthening programmes in all four locations in operates in Zambia. The programme review will be used to inform programme development and ensure alignment to the outcomes in the Results Framework.
Description of programme location and context
The programme review will be conducted in all four locations in catchment areas where the Family Strengthening had implemented and is still implementing programmes. This will include catchment areas that have already been exited, those that are about to be exited and new sites.

Qualification of the Researcher / Research Team
The researcher / team of researchers must have:
a) proven competency (record of previous experiences) in project/programme evaluations, including end evaluations
b) a good understanding of development work in Zambia
c) a good understanding of child rights and issues affecting vulnerable children and their families
d) good facilitation, organizational and interpersonal skills
e) proven experience in participatory processes and data collection methods (including age appropriate data collection methods)
f) strong analytical and conceptual skills
g) excellent written communication skills
Proposal Submission Requirements
The consultant is expected to submit technical and financial proposals, separately comprising the following components:
a) The consultants understanding of the Terms of Reference
b) A clear and elaborate work plan
c) Proposed evaluation budget that include the schedule of payments (SOS may only allow advance upto 25% of total cost proposed)
d) Organizational capacity statement, experience and activities related to Project Evaluations.
e) Curriculum Vitae for all the consultants and proposed capacity of any complementary staff (CVs submitted should be of staff that will be on this assignment)
f) Names, addresses, telephone numbers of three organizations that will act as professional referees
g) Copies of relevant work undertaken (to be returned after evaluation of bids).
h) Full names, telephone numbers, e-mail address, physical address and contact person of the consultant
Attention
a) Technical and financial proposals must be submitted as separate files (documents in separate envelopes or files)
b) Hard copies are expected to have one technical proposal and one financial proposal
e) Please follow these instructions carefully to avoid automatic disqualification
The titles of submitted documents should clearly state “Technical proposal for “Family Strengthening Review “in Zambia; Lusaka, Kitwe, Livingstone and Chipata. Please make sure that the technical and financial proposals are handed in separately (financial proposal to be sealed in a closed envelope or a separate PDF file in case of electronic submission. During the process of evaluation, technical bids will be opened and evaluated first. The financial part of those proposals, which are shortlisted after review of the technical proposal, will be opened in a second step.
Deadline for submission
The proposals must be received on or before 14:00hrs, 5th March 2021. Proposals received after the deadline will not be considered.
