The management of Rwanda Grains and Cereal Corporation (RGCC) would like to inform the public that is recruiting qualified and experienced staff on the following positions:
The Chief Accountant is responsible for:
• Ensuring that financial administration functions well in accordance with International Accounting standard procedures
• Effectively booking in the journal (SAGE) according to RGCC Ltd regulations
• Control of Cash payments, bank transfer, and deposits at the bank
• Safety of cash and cheque books
• Checks invoices to ensure the compliance with RGCC Procedure manual.
• Requests and follows approval of materially correctness
• Prepares transfers and/or other bank payments in respect to the payment deadline
• Prepares cash payments according to RGCC regulations
• Reconciles the cash book and cash account daily
• Reconciles the bank book and bank statement
• Oversee the company in developing annual budgets that support investments/operating plans and submits budgets to the General Manager for approval
• Prudently manage the resources of the corporation according to the procedure manual and current laws and regulations
• Analyzing data recorded by Accountant
• Validate data into the software system after analyzing them
• Ensure compliance to tax and social contribution
• Ensure that all accounting procedures applied are in compliance with Generally Accepted Accounting Principles (GAAP)
• Provide prompt, thorough, and accurate information to keep the General Manager appropriately informed of the Corporation’s financial position
• Prepare and handle RGCC staff salary
• Advise General Manager on different matters related to Human Resources Management, Finances and accounting
• Assist in performing all tasks necessary to achieve the company’s mission and help execute staff succession and growth plans
• Research, analyze and report on trends, opportunities for expansion and projection of future company growth
• Train the Finance department and other staff on raising awareness and knowledge of financial management matters
• Prepare monthly and quarterly financial reports and ensure that the information is endorsed as to its completeness, reliability and accuracy
• Ensure measuring and controlling business risk through an effective financial risk management framework
• Participate in developing new business, specifically: assist the General Manager in identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining cost effectiveness of prospective service delivery
• Assess the benefits of all prospective contracts and advise the General Manager and the Operations Manager on programmatic design and implementation matters
• Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass audits requirements
• Work with the Operations Manager to ensure effective delivery of the company through cost analysis support, and compliance with all contractual requirement
• Oversee the management and coordination of all fiscal reporting activities including: company’s revenue/expenses and balance sheet reports, reports to shareholders, development and monitoring of contract
• Develop and maintain systems of internal controls to safeguard financial assets of the company
• Monitor banking activities
• Ensure adequate cash flow to meet the company’s needs
• Review internal financial management reports prior to release: Oversee the production of monthly reports including financial statements and cash flow projections
• Oversee Accounts Payable and Accounts Receivable and ensure a disaster recovery plan is in place
• Assist in the design, implementation, and timely calculations of wage incentives, commissions, and salaries for the staff
• Oversee business insurance schemes
Required qualifications, competencies and experience
• At least 2 years of experience in finance, Management, Accounting required
• Bachelor’s Degree in accounting, finance, or related field required
• Demonstrated strength in relevant computer software including Word & Excel, and experience with financial software including SAGE EVOLUTION preferred
• Fluency Writing and Oral in English and French is required, proficiency in Kinyarwanda preferred
• Good knowledge and experience of local tax regulations
• Superior attention to detail and adaptability to rapidly changing work environments
