About Project Concern Zambia (PCZ)
Registered in 2019, PCZ is a local Zambian organization affiliated with, but independent from Project Concern International (PCZ)—a Global Communities Partner—an INGO operating in Zambia since 1996. PCZ’s formation was the culmination of an intentional process by PCZ to transition its operations, once mature, to an independent locally registered entity that is governed and managed by Zambians. PCZ strengthens the capacity of community-based organizations (CBOs) and collaborates with the Government Republic of Zambia (GRZ) and the private sector to reach vulnerable and hard-to-reach sub populations, including children, adolescents, women, men including at-risk active-duty military personnel with evidence-based interventions to address their health needs and make them resilient to overcome hunger and hardship. Through the health pillar, PCZ work focuses on supporting GRZ to attain and sustain HIV/AIDS epidemic control and address related health issues such as tuberculosis (TB), cervical cancer, maternal neonatal and child health (MNCH), sexually transmitted illnesses (STIs) and nutrition and PCZ strengthens primary and secondary level laboratory and supply chain management systems to ensure they are responsive to epidemic control needs. Through programs aimed at overcoming hunger and hardship, PCZ works to strengthen the socioeconomic capacity of communities and families to sustainably address the social determinants of health. Through women and adolescent girls economic strengthening programs, PCZ works to address gender and sociocultural norms that preclude women and adolescent girls from financial inclusion.

Project Summary
Funded by the United States Agency for International Development (USAID) with support from the President’s Emergency Plan for AIDS Relief (PEPFAR), PCZ, as primer partner, leads the implementation of USAID ECAP II project in 14 districts in Central and Southern Provinces. PCZ leads a robust and uniquely qualified partnership organizations to improve the resilience and health outcomes among vulnerable children and adolescents (VCA) via a sustained, locally-led VCA comprehensive case management service delivery project at household, facility, and community levels focusing on health (with a particular focus on HIV/AIDS for at risk and HIV-positive VCA and their caregivers), education, social protection, child protection, livelihood and household socioeconomic empowerment services to ensure VCA are healthy, safe, schooled, and stable.
PCZ seeks to recruit a Chief of Party

Job Summary
The Chief of Party (COP) will be a member of the Senior Management Team (SMT) and will be supported and work under the supervision of the Executive Director. S/he will liaise closely with USAID, GRZ line ministries including the Ministry of Community Development and Social Services (MCDSS), Ministry of Health (MOH), and Ministry of General Education (MOGE), as well as partner organizations. The COP will be the principal representative of the project and will ensure adherence to overall technical, and programmatic quality in implementation, compliance with USAID rules and regulations, and the timely submission of all deliverables to USAID, including annual work plans, performance monitoring plans, quarterly reports, semi-annual reports, annual reports, and expenditure analysis reports as may be required. The COP will also be responsible for the overall direction and coordination of the activities of sub-recipient partners under this grant

Job Responsibilities
• Has overall responsibility for project’s administration, program management including strategic, financial, and operational planning, performance monitoring, and oversight of all aspects of the project
• Provides overall financial oversight of the USAID ECAP II budget over the life of the project
• Serves as the PCZ principal liaison to USAID/Zambia and has regular and transparent communication with the USAID/Zambia Agreement Officer’s Representative (AOR)
• Ensures high quality technical programming through hands-on guidance and supports grounded in the USAID ECAP II Program Objects and adhering to expected technical quality and reporting requirements
• Serves as key liaison with the government, other donors and stakeholders, and the private sector
• Forges new alliances with stakeholders at national, provincial, and district level, including potential new investors, including the Private sector, in the USAID ECAP II project
• Participates in the technical and programmatic design of wrap-around projects
• Oversees reports preparation to meet USAID and PCZ corporate reporting requirements to document program performance, monitoring, and overall award compliance; Oversees timely and quality submission of all deliverables to USAID
• Reviews and approves monthly liquidation reports, cash requests, and financial quarterly reports before they are submitted to USAID
• Provides USAID ECAP II programmatic and financial oversight, ensuring quality programmatic and financial reporting
• Collaborates with the Finance and Operations Director and the Executive Director, and other senior program personnel to ensure ongoing analysis, forecasting and review of project expenses
• Ensures the project delivers results and meets targets, suggests changes or adjustments to the program strategy based on strategic information data, operational feedback, latest national and global technical guidance, and PEPFAR Country Operation Plans (COP)
• Leads the planning and execution of trainings and mentoring to local partners to strengthen capacity for technical service delivery and compliance with donor rules and regulations
• Leads preparation of the USAID ECAP II annual workplans, project activity updates and presentations, and other project-related communication and reporting requirements
• Serves as the face of the project and spokesperson for the project and makes presentations to the donor, government representatives, the private sector and potential donors, community leaders, and beneficiaries
• Liaises with other USAID ECAP Implementing Partners (IPs), USAID and other United States Government (USG) Clinical IPs—such as CDC IPs—to ensure coordination of and synergy of VCA pediatric health interventions across the HIV prevention and care cascade
• Responsible for managing, reviewing, and updating memorandums of understanding (MOUs) between USAID ECAP II and Clinical IPs
• Manages all USAID ECAP II subgrant mechanisms, ensuring compliance with donor regulations and PCZ subgrant policy, coordinates monitoring visits and support the Subgrant Accountant to conduct monitoring visits to sub partner service delivery and operational sites
