Job Description

In the last 10 years, we have led programmes that have worked with thousands of schools and supported the professional development of nearly half a million teachers – ultimately improving the learning outcomes of over 10 million children.

Cambridge Education is currently preparing to tender for the upcoming USAID-funded Zambia Foundational Learning Activity, which will work in collaboration with the Zambian Ministry of Education to support the delivery of foundational learning in the early grades to improve learning outcomes. There are three primary objectives:
1. Scale the Primary Literacy Program
2. Support the Ministry of Education to institutionalize PLP and early learning reforms/provide technical assistance to direct Government-to Government Education Sector Assistance
3. Enhance the delivery of remedial and catch-up education.

• This five-year $10 – $25m USD program will tender in March 2024, and is expected to be awarded by October 2024.
As part of our preparations, we are inviting expressions of interest from experienced USAID Chief of Party candidates that would be interested in working with us as a part of this initiative.
• The Chief of Party (COP) will be responsible for overall management and will oversee the design, implementation, and quality assurance of activities that will result in the desired outcomes and impact. They will lead the team and provide overall supervision on the implementation of the program. The Chief of Party will serve as the primary liaison with USAID representatives, the Government of Zambia, and other implementing partners and key stakeholders on management and technical matters and will ensure quality and delivery of project deliverables within budget.
• The Chief of Party will determine annual priorities, develop work plans, and ensure program responsiveness to changing conditions, creating and maintaining an effective project management team, implementing the monitoring and evaluation system, managing personnel, and ensuring compliance with project requirements and Mott MacDonald policies.
• The Chief of Party will ensure that Gender Equality and Social Inclusion (GESI) principles are embedded and integrated throughout the project.

Candidate Specification
• Master’s degree from an accredited university in education, international development, public administration, public policy, political science, or a relevant field.
• Minimum 10 years of experience designing and implementing education programs of similar scope and scale, including management of complex international donor-funded development activities in sub-Saharan Africa.
• Management experience (COP, DCOP, or equivalent) on donor-funded projects in the education sector; strong preference for USAID experience.
• Technical expertise and experience in areas relevant to the project, such as remedial education, inclusive education, equity in education with a focus on gender equity, universal design for learning, teaching and learning materials development, teacher professional development, community engagement, or government capacity strengthening.
• Expertise in scaling education programming and implementing remedial education interventions.
• Demonstrated knowledge and application of relevant USAID policies and strategies.
• Experience and commitment with inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity, or other marginalized status.
• Ability to cultivate effective working relationships with government officials, civil society organizations, education/training institutions, private sector actors, implementing partners, international donors, and other stakeholders.
• Demonstrated leadership skills and experience working in multi-disciplinary and multi-cultural teams, including effective organizational development, partnership building, management, team building, and communication.
• Prior experience working on Education-focused projects in Zambia strongly preferred.
• Professional fluency in written and spoken English required.
