JOB DETAILS:
Job Description The State University of New York/Center for International Development is seeking a Chief of Party for the USAID-funded District Governance program planned to be released in FY 2020. Successful candidates will have demonstrated expertise managing donor-funded projects and technical expertise in local governance, decentralization, rural development and government service delivery. .
Responsibilities:
• Provide programmatic and administrative leadership of the project.
• Serve as the project’s representative with USAID, host government institutions at both national and subnational levels, local partners, CSOs, and other local stakeholders.
• Oversee project strategic planning, work plan preparation, implementation and performance monitoring and evaluation.
• Direct, manage and supervise field office staff and field office operations in accordance with US government regulations.
• Ensure high-quality technical programming through hands-on guidance and support
• Liaise with donors and other donor-funded projects
• Provide technical expertise in areas that may include:
• Local Governance, Decentralization and/or Devolution
• Rural Development
• Public Sector Transparency, Accountability, and Oversight
• Public financial management, planning, and budgeting
• Inclusive Public Participation
• Civil Society Strengthening/Citizen Engagement
• Monitoring, Evaluation, Reporting, Learning, and Adaptation (MERLA)

Qualifications:
• Advanced university degree in public administration, political science, law, government, international development, or similar field is required.
• At least 10 years of progressively responsible experience in the field of democracy and governance or rural development.
• Experience implementing large, complex, US Government-funded governance projects
• Prior experience as a Chief of Party with a US Government-funded project is preferred.
• Experience in one or more of the following technical areas are required: local governance, decentralization, rural development or government service delivery.
• Demonstrated leadership and management skills.
• Strong interpersonal, written and oral communication skills.
• Prior experience in the Eastern or Southern Africa region is preferred.
• Fluency in English required..
