Job Description
Project Description
The purpose of the Activity is to assist the Zambian Ministry of Education (MOE) in delivering foundational learning (early literacy and numeracy), with the goal of improving learning outcomes in lower primary grades (grades 1-3)

Position Description
The Chief of Party will be responsible for the overall management and implementation of the project and be the primary liaison with USAID, and the Ministry of Education. S/he will provide leadership and oversight and will ensure that the activity meets its targets. S/he will work with the Ministry of Education (MoE) and the senior leadership team to adapt programming based on emerging results and particularly to support the MoE to adopt and implement the Foundational Learning Package.
The candidate for the position of Chief of Party shall have at a minimum the following qualifications:

Education:
Master’s degree in education, social sciences, or any other relevant field.

Skills and Experience:
• At least 10 years of experience in managing teams and implementing education programs in developing countries, preferably in the implementation of a national scale early learning programs.
• S/he will demonstrate successful leadership of large, complex, US Government-funded international education projects, including building cohesive, efficient and effective teams and fostering collaboration and clear communication; proven facilitation of implementation by MoE systems; productive interaction with funder and other stakeholders and ability to manage complex partnerships among government agencies, achieving buy-in from government partners.
• Experience implementing an early grade education program in a developing country, preferably in Zambia or Southern Africa, is highly desired.

Language:
• Professionally proficient and fluent in written and spoken English.
