Cluster Manager
World Vision International (Rwanda) is a child-focused Christian humanitarian organization implementing development programs in 24 Districts of Rwanda.
World Vision Rwanda seeks to hire a highly qualified, dedicated and experienced national for the position of Cluster Manager. The position will be based in Buranga Cluster and reporting to the Regional Manager.
Purpose of the position:
The Cluster Manager provides leadership, support and management to the APs within the cluster by ensuring that all project plans are developed and implemented timely, that they strictly adhere to the required standards and achieve set targets on child well-being. The Cluster Manager will lead in programme design and execution making certain that an empowerment approach is prioritized while continuously mobilizing additional resources and building strong relationships with key stakeholders.
The manager communicates World Vision’s Christian ethos and demonstrates a quality of spiritual life that is an example to others.
The major responsibilities include:
- Leadership and Management of Cluster
- Promote WVR’s Vision, Mission, Core Values and key NO and partnership standards and practices among staff and partners ensuring that these are the core foundation of all work in the programme area.
- Develop a personal vision to impart, motivate and drive cluster staff towards WV’s vision for the communities
- Promote a biblical worldview among communities in order to attain mindset change from the dependency syndrome
- Foster the development of a culture of teamwork, excellence, execution, and accountability focused on results.
- Ensure implementation of partnership performance standards, principles, and initiatives within the programme
- Promote integration of projects and operations from all funding streams and WVI ministry pillars; Transformational development (TD), Advocacy and Humanitarian Emergency Affairs (HEA).
- Demonstrate biblical servant leadership as a role model in empowering people
Quality Assurance and Accountability
- Engage the Regional Manager for ongoing support related to quality assurance of all projects under the programme.
- Take charge of quality assurance processes in the ADP ensuring that sponsorship and design, monitoring and evaluation (DME) standards are adhered to.
- Implement internal controls, ensuring compliance with pre-determined World Vision requirements, FFM, controls and procedures and manage cluster assets
- Engage sector specialist in relevant projects in order to make certain that technical approaches, protocols and policies are strictly followed.
Knowledge Management and Innovation
- Facilitate documentation and sharing of innovation and better practices with NO & SO
- Make certain that the cluster prepares success stories for use in marketing and sharing with donors
- Innovatively contextualize development models in the local context
- Compile monthly, quarterly, and bi-annual programme management reports according to set standards
- Ensure that tools are in place and in use to systematically track and report data on child well being targets
Networking
- Actively participate in the Joint action development forum (JADF) at sector and district levels ensuring that child-well-being are prioritized and that WVR is well represented.
- Collaborate and network with other NGOs, government departments, church leaders and community leaders, ensuring participation of all stakeholders in program development, monitoring, and innovation
- Identify and build the capacity of CBOs in project management for subgranting.
Resource Mobilization
- Mobilize additional resources for the ADP through regular proposal writing and active participation in the grant acquisition and management (GAM) team.
- Monitor international donor trends (multilateral and bilateral) and adapt appropriately for grant acquisition
- Build and strengthen relationships with local donors and government in prepositioning for local resource mobilization
Child Protection and Well-being
- Promote child participation in programme activities such as in planning and monitoring making sure their contribution is respected
- Ensure child protection policy and structures are observed to promote child well-being and prevent child abuse in the cluster.
- Empower local leaders to protect children from child violations and abuses
- Facilitate sensitization of children including RCs, guardians/parents and other stakeholders about children’s rights and responsibilities.
Human Resources Management and Development
- Identify training needs of programme staff and ensure development plans are developed and implemented
- Manage the performance of programme staff assisting them to perform better
Other:
- Participate in National Office events.
- Plus any other assignment given by line management or senior leadership
Required skills and experience
- A bachelor’s degree in development studies, agricultural & natural sciences, economics, and social sciences or in a related discipline.
- A masters degree in a development-related discipline will be preferred
- Minimum five years experience in programme/project management and proven track record in managing successful projects
- Experience in acquisition and management of large grants
- The deeper understanding of a Programme Cycle
- Strong understanding of community empowerment models
- Strong development facilitation and community organization skills
- Excellent Communication skills (written and verbal)
- Strong team leader with excellent interpersonal skills
- Ability to work with minimal supervision.
