Expression of Interest
Expressions of Interest for the Provision of Consultancy Services for the Designing and Costing of the Regional Water Quality Laboratory for the Water Resources Management Authority.
Ref: WARMA/ONS/003/2022

1.0 Background
The Water Resources Management Authority (WARMA) is a Responsible Party for implementing the Strengthening Climate Resilience of Agriculture Livelihoods in Agro-ecological Regions I & II Project (SCRALA) in Zambia. The Project is funded by the Green Climate Fund (GCF) through the United Nations Development Program (UNDP). The lead implementing entity is the Ministry of Agriculture. The Authority has received funds for this project and intends to apply part of these funds towards the procurement of consultancy services to design and cost the State-of-the-art Regional Water Quality Laboratory

2.0 Objectives of the Consultancy
The consulting firm is expected to prepare a master plan of the Regional Water Quality Laboratory, Design the layout of the proposed infrastructure, interior design and site development works, survey, detailed electrical, water supply and sanitation designs, preparation of drawings of all designs including 3D Conceptual designs, Bill of Quantities (BoQ), cost estimate including rate analysis for the whole project and obtaining of necessary design approval for construction from authority concerned. The Consultant is expected to frame the Terms of Reference for the Contractor and provide a list of costed equipment and provide capacity building to WARMA staff,

3.0 Scope of Works and Deliverables
The scope of works to be undertaken by the consultancy firm includes the following:
1. Site survey and develop site layout for Regional Water Quality Laboratory
2. Architectural drawings including sewerage and plumbing facilities in complete sets;
3. Structural drawings with complete detailing and bar bending schedule;
4. Electrical drawings complete with cable connection from nearby pole inclusive of transformer, if needed;
5. Detailed specifications for the various items of works; Water supply scheme design for the Laboratory from the source including reservoir and intake tanks if needed;
6. Detailed cost estimate, Bill of Quantities (BOQ) and rate analysis wherever necessary
7. Obtaining the building permit and the necessary approvals of the designs for construction of the Water Quality Laboratory from the authorities concerned.

Job application procedure
Bids clearly marked "Expressions of Interest to Design and Cost State-of the-art Regional Water Quality Laboratory for Water Resources Management Authority" must be deposited in the tender box at the ground floor of WARMA House Alick Nkhata Road, Longacres not later than 25th April, 2022 at 10:30hrs local time. The Expressions of Interest shall be opened immediately thereafter in the Conference Room at WARMA in the presence of bidders or their representatives who choose to attend.

Any expression of Interest that will be received after the stipulated date and time as indicated above will not be accepted. Note that Telefax and Electronic Expression of Interest will not be accepted.
