Assessment of Organizational Capacity Needs
1. BACKGROUND
SaveNet is a network organization that is working with development agencies, private sector organizations, learning and research institutions, and government to promote financial inclusion among Zambian communities at the grassroots through Community-based financial institutions (CBFIs) popularly known as Savings Groups (SGs). SaveNet started as an idea in October 2012 among promoters of SGs in Zambia.
SaveNet is a hub for learning and knowledge sharing of best practices for savings group facilitation and acts as an advocate to CBFIs. It aims to empower Zambian community owning, managing and building a resilient asset base to take steps out of poverty, through member organisations. SaveNet intends to achieve this through creation and nurturing of network structures at local, regional and national level that would enable sharing and dissemination of information emanating from different players promoting various aspects and innovations of SGs.
A Capacity Needs Assessment (CNA) using a participatory approach will be required to identify and understand the organization’s capacity assets and needs. This will involve identifying capacity that is already in place to determine opportunities and constraints to the achievement of clearly identified results. A Capacity Development Plans (CDP) will be developed on the basis of findings from the assessment. The CDP should provide a clear pathway to achieve the expected results. An important principle of SaveNet in conducting the capacity needs assessments is that they should be ‘owned’ and driven by the organization to sustain results.
SaveNet is seeking the services of individual consultants who will work in close collaboration with the selected member organizations to undertake their CNA and develop a CDP
OBJECTIVE AND SCOPE
The overall objective of the consultancy is to conduct a CNA to identify areas for organizational improvement to achieve sustainable results. The expected results should be well defined because it determines the purpose and direction of the capacity development effort.
The CNA will provide the basis for defining a CDP to achieve the expected results. The CDP should clearly define the change process that will lead to improvement in capacity to achieve results. The CDP should include activities to be undertaken, budget, and indicators to measure progress towards results. The scope of work should focus on;
• Governance, resource mobilization and sustainability
• Network management
• Coalitions and international links
• Research capacity
• Thematic expertise among others. .
Job Responsibilities:
• An inception report including a work plan, detailed methodology, report format and timeline, to be submitted within 2 days from the commencement of the assignment.
• Facilitation of a validation workshop, to be conducted within 12 days after presentation of the inception report; and
• A consolidated report which includes findings of the capacity needs assessment and agreed capacity development plan, to be submitted within 2 days after the validation workshop..

• Good writer with strong analytical skills
• Excellent facilitation skills
• Social scientist with experience organizational assessments, capacity development, monitoring and evaluation
• Demonstrated to have done similar work in the past.
• Minimum 5 years’ experience
