1.0 Background
The Government of the Republic of Zambia with the support of the World Bank is implementing the Zambia Integrated Forest Landscape Project (ZIFLP) in Eastern Province from 2018 to 2022. The Project Development Objective (PDO) is to improve landscape management and increase environmental and economic benefits for targeted rural communities in the Eastern Province and to improve the Zambia's capacity to respond promptly and effectively to an Eligible Crisis or Emergency."

The project aims to provide support to rural communities in Eastern Province to allow them to better manage the resources of their landscapes so as to reduce deforestation and unsustainable agricultural expansion, enhance benefits they receive from forestry, agriculture and wildlife; and reduce their vulnerability to climate change. The project intends to also ensure that enabling conditions are in place for these changes to happen. Simultaneously, the project will create the enabling environment for carbon emission reductions purchases to be made in a subsequent project. The ZIFLP's key beneficiaries are poor communities of the Eastern province.

The Ministry of National Development Planning now intends to engage consultancy services to develop a "Benefit Sharing Mechanism for REDD+ at Multiple Scales of Action in Eastern Province" The Project now invites suitably qualified Technical Service Providers (TSPs) including private sector and Non-Governmental Organizations (NGOs) to lead the implementation of activities as described under the scope of activities in project priority landscapes in the Eastern Province.

2.0 Objective
The TSPs will support/facilitate the Farmer Led Irrigation Scheme (FLIS) market-oriented vegetable value chain that meet the climate resilience/mitigation and livelihoods objectives of rural households in the Eastern Province for the targeted farmers. This will assist in meeting ZIFLP's goal of investing in low carbon development initiatives that include district level integrated land use planning, participatory community land use planning, sustainable forest management, climate smart agriculture (CSA) and value chain development that address the underlying causes of deforestation and forest degradation

3.0 Scope of Work
• The broad set of activities to be supported by the TSP will be in the FLIS cold value chain for vegetable/horticultural production and marketing,
• The TSP will assist FLIS farmers with preparation of vegetable/horticultural model business plans to support FLIS implementation.
• The TSP shall be expected to manage the marketing aspect of vegetable/horticultural products from the FLIS in collaboration with the District Multi-Sectoral Teams (DMTs), the ZIFLP, and the Ministry of Agriculture
• The TSP will form an appropriate market linkage between the FLIS farmer groups and the market by constantly being in touch with players in the respective value chain.
• The TSP will endeavor to undertake timely market research and propose appropriate vegetable/horticultural crops to be grown by the FLIS farmer groups at a given time.
• The TSP shall manage the Pack House and provide guidance to the FLIS farmers on the activities at the Pack House (sorting, cleaning, grading of produce, etc)
• The TSP shall manage the Cold Storage Facility and provide guidance to the FLIS farmers on the activities in the Cold Storage, including but not limited to: ensuring that critical climate storage conditions are maintained; maintenance of the cold storage data sheet for both long-term and short-term horticultural produce, maintenance of refrigeration system and equipment; managing warranty aspects of the cold storage and equipment with the Supplier.
• The TSP will provide timely transportation of the vegetable/horticultural produce from FLIS sites at the quality and quantity/quantities desired by the market
• The TSP will procure and distribute in a timely manner the appropriate inputs for the FLIS as guided by the prevailing market trends.

4.0 Selection Criteria
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services these include:
(i) Demonstrated evidence of successful implementation of a cold value chain for vegetable/horticultural production and marketing that utilized innovative tools and strategies to both sustainable and profitable farming for small-scale farmers in the last three (3) years.
(ii) Demonstrated evidence of a minimum of 5 years' experience of working with chain store and related markets based on vegetable/horticultural commodities in Zambia or beyond.
(iii) Demonstrated evidence of experience of working with other national or international NGO/private sector led value chain, aggregation models, enhancement of market linkages and conservation centered livelihood development is an added advantage and not a requirement.
(iv) Traceable presence in Zambia is desirable.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications and these can be firms or Non for Profit Organizations.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 revised July 1. 2014), setting forth the World Bank's policy on conflict of interest.
A consultant will be selected in accordance with the Consultant's Qualifications Selection Method (CQS) set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 revised July 1, 2014)
