Background of the Integrated Small-Town Water Supply and Sanitation Program
The Government of the Republic of Zambia has received funding from the African Development Bank (AfDB), the African Development Fund, Middle Income Trust Funds and Africa Growth Together Fund, in various currencies towards the cost of the Integrated Small Towns Water Supply and Sanitation Program (ISTWSSP) in Four Provinces namely Luapula, Northern, Muchinga and Western Provinces. The Program which is running from 2017 to 2021 is being implemented by Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP) at the cost of USD 150.57 Million from 2017 to 2021 in Western, Muchinga, Northern and Luapula Provinces.

The ISTWSSP aims to increase access, quality and sustainability of water supply and sanitation services in twelve (12) towns located in four Provinces served by Western, Luapula and Chambeshi Water Supply & Sanitation Companies, as well as ensure effective management and operation of the water supply and sewerage facilities on commercial principles.

The main program outcomes include but not limited to:
a) increase in proportion of residents accessing improved Water Supply and Sanitation,(+50% women)
b) Increased hours of water supply,
c) Increased revenue collection efficiency and
d) reduction in Non-Revenue Water (NRW).

At output level, activities encompass rehabilitation and expansion of climate resilient water and sewerage infrastructure, training of utility staff (>50% of female staff), training of national/municipal staff, training of women and youth in artisan skills and training of women to operate and maintain water kiosks, and community sensitization program on good hygiene practices and adequate utilization of water for communities newly accessing water supply

At completion, the program will benefit 639,927 people directly by residents gaining better health from increased access to safe drinking water and improved sanitation. Further, women and school going children will benefit particularly from utilization of time earlier spent on collecting water for income generating activities as well as improved school enrolment and to further retain girls in school, separate toilets should be included in schools so that in times of periods, they do not miss classes or be shamed. There will also be benefits from employment/livelihood opportunities generated by the program such as training of artisans (30% women) and empowerment of women and youth groups for possible business along the water and sanitation value chain and catchment management, in order to ensure that women are not left behind, affirmative action will be taken to ensure women are involve in the decision making in the program implementation cycle.

1. Gender impact assessment within the water utilities and program
It is intended that part of the proceeds of AfDB financing for this program will be applied to eligible payments under the contract for provision of consultancy services-assess gender impact assessment within the water utilities and program

2. Objectives of the Gender impact assessment within the water utilities and program
The objectives of the Gender impact assessment within the water utilities and program is to determine the program's level of gender impact within the water utilities and program. The assessment aims to; Develop questionnaires for gender survey, which would be useful for sex disaggregated data collection; Provide capacity building opportunities to Ministry PIU and PIT, Water utilities, gender focal points of Ministry and water utilities in requisite skills and knowledge for gender sensitive management of water services and resources; Conduct a gender impact assessment; Identify the program's gender focused good practices and recommend corrective actions for all identified deficiencies through monitoring and evaluation;

3. Scope of the Consultancy
The Gender impact assessment will be conducted within the 12 priority towns of the water utilities and the Execution Agency. The Gender Consultant will focus on among others the following areas: Establish the Gender requirements in the Financing Agreement and assess extent to which the implementation of the program complied with the provisions therein. Establish the applicable national Gender regulations, standards and procedures and assess the extent to which the implementation of the program complied with the provisions therein. Establish the Bank's Gender policies' requirements and assess extent to which the implementation of the program complied with the provisions therein.

4. Consultant Qualifications
The selected Consultant should meet the following minimum requirements:
a. At least Master's degree in gender or Developmental studies
b. A minimum of twelve (12) years general work experience in conducting gender and socials related work
c. Training skills in the field of gender or development - a good indication of whether or not
d. The consultant should have 10 years of relevant expertise conducting gender studies
e. The Consultant should demonstrate to have issued Publications or field reports on gender issues;
f. Consultant should demonstrate ability to work in a team - this is essential for gender analysis work as the consultant will have to liaise with many different groups at different levels, including policy-makers, managers, field workers, technical experts etc.;
g. Consultant should demonstrate proven work experience with international organizations in respect to gender and social development
h. Proven strong analytical and written presentation skills in English;
i. Experience in the project host country would be an added advantage

5. Eligibility criteria, establishment of the shortlist and the selection procedure shall be in accordance with the Africa Development Bank's "Rules and Procedures for the selection of consultants "May 2008 edition, revised July 2012 which available on the Bank's website at http://www.afdb.org
