Objectives
The objective of this assignment is to develop, test, and plan for expanding a contract farming model for white sorghum in Zambia targeting a regional off-taker in Burundi. The model will be piloted with an initial trade arrangement of 1000MT of white sorghum.
Period of Performance
The consultant/firm will design, test, and develop a plan for expansion in 6 months, with an anticipated start date for delivery November 2021.
Required Tasks
The specific tasks the consultant will undertake will include:
• Profile four (4) commercial farmers and outline their readiness for white sorghum contract farming, including production levels and methods, supply (export), and financial capacities.
• Profiling production potential and pricing for white sorghum offered by local off-takers in Zambia.
• Identify additional services that may increase sorghum yields, producer interest and loyalty for participating in the contract farming model, and capacity to export within the region such as:
• Financing, crop insurance, or provision of agricultural inputs.
• Cross-border procedures, documentation, basic logistics issues, and shipment planning.
• Develop a supply contract framework for white sorghum to be utilized by commercial producers and the regional off-taker.
• Monitor progress on the contract execution and performance against expected contract deliverables.
• Develop recommendations on how to improve and scale the sorghum contract farming model in Zambia to reach more commercial farmers and out-growers.
Deliverables
The consultant will deliver the following deliverables for this assignment on a firm fixed price basis:

Profiling of commercial farmers, production, and pricing for local off takers • A profile report on the readiness for the four (4) commercial farmers for white sorghum contract farming. Word doc or PPT detailing production capacity (MT), quality status and assurance method, and any other details relevant to determine “readiness” for each commercial farmer
Letters of Intent to collaborate from the commercial farmers certifying they can meet MT and quality described in profiles Two weeks after kick-off meeting
• A profile report of the white sorghum VC in Zambia Report describing value chain actors in market, production potential, any seasonal dynamics, and price dynamics for white sorghum production Four weeks after kick-off meeting
Development of the contract farming model. • Recommended structure and development of contract farming model Reports pre-identified service providers and potential terms of offer to the commercial farmers, recommendations on additional services that may increase sorghum yields, producer interest and loyalty for the contract farming, and capacity to export within the region. Four weeks after kick-off meeting
• A signed contract between the commercial farmers and Heineken Contract template agreed to by buyer and commercial famers Three weeks after kick-off meeting
Monitoring of contract execution • Monitoring report on model Report (2-3 pages max) on the contract execution and performance against expected performance indicators to cover every 2 months of the pilot. 4 months after kick-off meeting
Recommendations on contract farming model • Final Monitoring Report and Plan for improving and scaling Model Report detailing overall performance of model (including against indicators), challenges to implementation, and recommendations on how to improve and scale the sorghum contract farming model in Zambia to reach more commercial farmers and out-growers. After 6 months
Qualifications
Consultants who will meet the following Qualifications will be considered:
• Professional qualification in agriculture, agricultural marketing, agricultural economics, agribusiness management, or related field.
• Knowledge of sorghum production and the entire supply chain in Zambia.
• Relevant work experience in the field of contract farming and agricultural market development in Zambia.
• Experience working with commercial producers and smallholder farmers.
