Specific tasks to be performed by the consultant
Under the overall supervision of the Regional Representative and within the framework of the UNODC Regional Programme for Southern Africa, the consultant will perform the following tasks:
a) Develop Smuggling of Migrant Legislation for the Government of Zambia in consultation with the Ministry of Home Affairs, Ministry of Justice and the Office of the Attorney General.
b) Undertake consultative meetings as well as a validation meeting.
c) Compile the workshop report documenting proceedings.
d) Submit output oriented report.
a) Reporting
Under direct supervision of the Trafficking in Persons Programme Officer, the consultant will work closely with the UNODC ROSAF TiP /SoM team.
The consultant shall submit a comprehensive final report at the end of the consultancy.

Qualifications/special skills
• An advanced university (Master’s degree or equivalent) in the fields of law is required. A first level university degree in similar fields, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
• A minimum of ten (10) years of professional experience in legal work, legislative drafting, national strategy and policy development or research in the area of serious and organized crime, human rights law or criminal law, including through direct work with multi-stakeholders bodies at national level is required;
• Proven experience in delivering workshops to develop legislation, policy, national strategies and action plans, as well as facilitation of high-level multi-stakeholder processes is desirable;
• Previous experience working with UN and/or Government entities is desirable;
• Very strong knowledge of local, regional and global human trafficking developments is desirable;
• Excellent legislative drafting, strategic planning, and presentation skills is required;
Languages
• English and French are the working languages of the United Nations. For this post, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage
