IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people.
The Essentials of Migration Management (emm2.0) is IOM’s flagship capacity building programme which provides foundational trainings on migration management to government officials with policy functions. The programme highlights the interaction between different thematic areas and encourage government officials to build a common understanding of migration with a whole-of-government approach. Scheduled to be rolled-out in 2021, the programme also leverages cooperation at national, regional and international levels, while articulating the relevance of international frameworks, such as the Global Compact for Safe, Orderly and Regular Migration, the 2030 Agenda and Migration Governance Framework (MIGOF) on the day-to-day work of government officials.
Emm2.0 has two components: a) Online Resources (online handbook and e-library) that synthesize issues underpinning different thematic areas, while taking into consideration policy trends and international frameworks that guide migration management. b) Training Programme that offers a myriad of training materials based on the emm2.0 online Handbook to enable the development and delivery of classroom-based and virtual sessions.
IOM is seeking the services of a Consultant who is to play a key role in the development and implementation of the training arm of the emm2.0 programme together with the emm2.0 team. Specifically, the Consultant will work with the emm2.0 team to develop the emm2.0 Training Certification Programme Handbook, which guides certified emm2.0 trainers how to utilize emm2.0 resources to design, implement, and evaluate effective trainings, and the actions they must take to maintain their certification. S/he will also consolidate and communicate IOM’s responses to the Service Provider on the following outputs: self-paced e-Learning modules, 3 day-classroom curriculum, the Train the Trainer’s approach, and the Action Learning Toolkit. Under the overall supervision of the Programme Manager and direct supervision of the Programme Coordinator, in close coordination with members of the emm2.0 team, the successful candidate is expected to work and liaise with IOM subject matter experts and other relevant stakeholders to develop the emm2.0 Training Certification Programme Handbook. .

Core Functions / Responsibilities:
1. Consolidate and communicate IOM’s responses to the Service Provider, including the provision of technical inputs/reviews to the EMM2.0 team to help decision-making on the following outputs: self-paced e-learning modules; 3-day classroom curriculum; Train the Trainer’s approach; and Action Learning Toolkit.
2. Ensure synergy between different implementation modalities (face-to-face and remote implementation) and tools to support this implementation (emm2.0 e-Platform)
3. Develop the emm2.0 Training Certification Programme Handbook, including through global consultations with relevant internal and external stakeholders and reflecting inputs from the service provider.
4. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education:
• Master’s degree in education or a related field from an accredited academic institution with at least five years of relevant experience; or:
• University degree in the above fields with seven years of relevant professional experience; :
• Professional Certification in Learning & Development, or related area, is desirable. :
Experience:
• Minimum of five relevant professional experience working in the field of learning design; :
• Experience delivering both face-to-face and remote trainings required; :
• Work experience in an Inter-Governmental organization is required; :
• Has familiarity/experience with standard eLearning authoring tools such as Captivate, Rise / Articulate, H5P, as well as basic HTML and CSS programming skills, and visual design skills; :
• Experience coordinating work with a large network of Subject Matter Experts is desirable; :
• Proven application of project management approaches, including agile methods, for global programmes.
