Country Manager, Development Programmes
Job Location: Rwanda
Country Manager , Development Programmes is responsible for providing required supports to the Regional Director- Africa, BRAC International in setting up country programme operations in Rwanda focusing on social development programmes, in line with BRAC’s Africa Strategy, coordinate and manage the development of BRAC programmes/ projects in the country according to the relevant values, policies, protocols and standards of BRAC and the host country and build an effective, efficient and sustainable country operation and build connections with local, national, international and regional partners for collaboration to initiate new programme/projects..
Key Responsibilities:
• Analyze local context and support BI senior management for developing country programme strategy and planning for a sustainable programme operations in Rwanda in line with BRAC’s Africa Strategy.
• Work with relevant stakeholders, both internal and external, for resource mobilization/ fund raising and start-up of country programme operations in Rwanda, with local and international partners as appropriate.
• Work closely with different technical units of BI and government authorities in the host country to ensure collaboration and programme integration.
• Lead and supervise the programme/project managers on planning, implementation, monitoring and evaluation of the projects to ensure the effective and efficient execution of project deliverables.
• Direct and manage staffing in the country, as appropriate, while setting up country programmes focusing on developing capabilities appropriate to the strategic and operational needs of programmes/projects.
• Ensure adequate systems and procedures are in place for smooth functioning of country programmes and followed properly.
• Ensure proper and transparent management of resources and reporting systems are established in the country in accordance with the policy and procedures and all regulatory requirements of BRAC, host country governments and donor’s policy.
• Represent BRAC to government departments, partners, donors and other stakeholders, and develop and maintain productive relationships and be the BRAC’s representative and spokesperson to all publics, including local and international media/ audience.
• Demonstrable leadership, organizational, managerial and communication skills
• Ability to think strategically, conceptualize new ideas, digest and analyze complex information and present coherent work plan or implementation plan
• Entrepreneurial and proactive
• Possess professional attitude and diligence and able to work independently as well as work in a team
• Ability to prioritize tasks and manage time efficiently
• Proven skills in networking and relationship building
• Strong analytical and information gathering skills
• Possess strong verbal and writing communication skill
• Strong administrative skills
• Possess cultural sensitivity
• Willingness to often travel to the project site when required.
Educational Requirements:
• Masters Development Studies / Economics/ Statistics/ Business Administration/ Social Sciences or any relevant discipline relevant subject from any recognized university with minimum second class/division or equivalent CGPA in all academic records.
Experience Requirements:
• 5-7 years of experience in programme management in a developing country
• Professional knowledge in diverse development approaches with Programme/project start-up
