Ingenuity Ltd. is a public health consulting firm in Rwanda that provides services in areas of health programs design and implementation, health management systems, health policy and strategy design, and technical assistance across a number of health clinical areas.

Ingenuity Ltd seeks to hire a highly qualified, dedicated and experienced national for the position of Data Analyst/Dashboard Technical Expert ‘Ingobyi’ Activity–– a five-year USAID-funded Activity implemented by an IntraHealth International-led consortium. Ingobyi Activity aims to improve the quality of reproductive, maternal, newborn and child health (RMNCH) and malaria services, in a sustainable manner with the goal of reducing infant and maternal mortality in Rwanda. The position will be based in Kigali and report to the Ingenuity Ltd Managing Director.

Purpose: this position will work very closely with that of DHMT Functions Technical Advisor in strengthening district performance by the use of HealthAppex to assess and measure DHMT functionality. The Data Analyst/Dashboard Technical Expert will ensure that data collected by HealthAppex through DHMT self-assessment and audits “speaks” by presenting it in simple easy-to-understand, and useful way.

The position will provide necessary interpretations of Key Indicators to be fetched from HMIS by HealthAppex

  • Receives data from the HealthAppex and the HMIS platforms; compiles, cleans, stores it in respective data storage centers.
    Based on data collected and diverse needs across supported districts, and in consultation with MEL Director and Ingobyi zonal coordinators, develops dashboards tailored to specific district priorities, and support the interpretation and use of such dashboards.
  • Together with MEL Director and Digital Health Officer, develops standard operating procedures (SOPs) for data quality assurance for the data generated from HealthAppex assessments and audits, and HMIS data sources to guide its interpretation and action by the DHMTs.
  • Together with Ingobyi MEL and zonal teams, implements the standard operating procedures (SOPs) for data quality assurance for the data generated from HealthAppex assessments, audits, and HMIS data sources.
  • Ensures that databases are updated and functioning, contributes to the maintenance of HealthAppex and HMIS datasets in collaboration with the short-term IT expert.
  • Working with Ingobyi MEL Director, Digital Health Specialist, Healthcare Planning Specialist, identifies, collects and analyses information on existing health problems, their determinants, and related community challenges, and conducts analysis to identify gaps and bottlenecks in system performance
  • Participates to the HealthAppex system upgrade process, provides guidance on system enhancement features or development based on expected outputs.
  • Institutes measures to ensure data security and confidentiality.
  • These include but are not limited to systematic and scheduled data backup, consistent use of password or other user authentication methods, installing and enabling a security system (including firewall) to block unauthorized access, keeping security software up to date…etc.
  • Together with Digital Health Specialist and zonal coordinators, supports district to select key indicators for tracking guide action by members of the DHMT, participates in the development of indicator definitions collaboratively with other relevant project and MoH staff.
  • As needed, provides on-site coaching and mentoring district project staff, in areas of data analysis, use and development of dashboards, in collaboration and coordination with MEL Director and zonal coordinators.
  • Participates in data quality forums mainly at the district level and provides feedback to health facility-level participants, through zonal coordinators, to improve their performance.
  • Promotes dissemination of lessons learned and knowledge sharing: participates to quarterly district coordination meetings, workshops, online knowledge sharing, and other discussion forums to establish a dialogue and improve the use of data to address issues.
  • Ensures compliance with project reporting requirements by setting up and implementing effective reporting schedules, ensures follow up timely reporting for both DHMT self-assessment data and audits.
  • Participates in Data Quality Audits with other project members as needed.
  • Participates in Ingobyi planning and progress review meetings, including MEL specific meetings.
  • Conduct other duties as assigned.

Minimum Required Education & Experience

  • Master’s Degree in Public Health, Statistics, Epidemiology or another relevant field
  • At least 6 years of relevant professional experience designing and implementing M&E activities;
  • Firm command of M&E issues with respect to improvements in data quality;
  • Experience with Data Quality Assessments.
  • Proficiency in DHIS2 preferred
  • Ability to develop dashboards and present data in an easy to understand manner
  • A high degree of computer literacy required, including experience in analysis software (including Excel and Access, with experience in at least one of the following: SPSS, EPiInfo, Arc GIS, etc);
  • Strong interpersonal and communication skills, initiative, good judgment, and problem-solving abilities;
  • Ability to independently plan and execute complex tasks
