Resonance is currently seeking Deputy Chief of Party (DCOP) candidates to propose for an upcoming 5-year USAID-funded Zambia Alternatives to Charcoal project. The purpose of this activity is to promote energy alternatives to charcoal with the goal of reducing deforestation and forest degradation in certain provinces of Zambia. The position is contingent upon contract award.
The Deputy Chief of Party will report to the Chief of Party and provide technical oversight to project activities and maintain effective relationships with key project stakeholders. The COP and DCOP will be responsible for providing technical oversight and coordination across project components to ensure high technical quality of overall project activities, deliverables, and outcomes. The DCOP will also be responsible for working closely with and maintaining strong relationships with the Government of Zambia counterparts, related private sector actors, and other development partners. The DCOP will supervise technical project staff, which will include professional performance management and coaching. The DCOP is expected to have the management experience and qualifications necessary to manage technical components of a complex USAID‐funded program. .
Job Responsibilities:
• In collaboration with the COP, ensure the project is delivered according to the contractual requirement with USAID and the internal policies of Resonance. Ensure activities and deliverables are completed within the agreed timescale and budget, and that programmatic and financial reports for USAID, the Government of Zambia, and Resonance are prepared as required, of high quality, and submitted in a timely manner.
• Maintain working relationships with government ministry counterparts (e.g., Ministry of Energy, Energy Regulation Board, Department of Forestry, Ministry of Finance, Rural Energy Agency, and Office of the Vice President), USAID and its implementing partners, private sector actors (e.g., those that work on low-emission fuels and technologies), other development partners (e.g., World Bank and DFID), and local NGO community.
• Provide technical oversight, input, and linkages across all project components to ensure program activities are technically sound, aligned, and meet expectations of work plans, monitoring and evaluation frameworks, and communications plans.
• Regularly communicate technical progress to USAID/Zambia to ensure project outcomes are communicated and align with client expectations.
• Design and regularly update detailed annual work plans and ensure these are used by the team appropriately to monitor progress towards completion and achievement of project objectives. Monitor program activities, identify challenges and develop appropriate reporting mechanisms, including progress and annual reports.
• Manage and motivate direct reports to achieve their work plan objectives, and to contribute to the achievement of the overall project goals.

Job Qualifications:
• Minimum of six (6) years of program management and supervisory experience with an international development firm, international assistance organization, or non-governmental organizations
• Demonstrated experience in liaising with high level representatives from both the public and private sectors.
• Experience in renewable energy and/or household energy market development, natural resource management, climate change adaptation/resilience, sustainable forest management, and/or other areas related to sustainable livelihoods, conservation agriculture or biodiversity conservation.
• Demonstrated experience in leading or overseeing enterprise and business strengthening project work, including a proven understanding of the challenges inherent in launching and operating businesses in Zambia.
• Proven ability to deliver technical excellence in program implementation
• Master’s Degree (or higher)
• Prior DCOP or program manager experience
• Thorough understanding of USAID policies and procedures and implementing these in a project context
• Demonstrated experience managing cross-cultural teams
• Proven ability to meet targets and deadlines for a project of similar scope and size
• Relevant experience working in Zambia and the ability and interest to live and work in Lusaka, Zambia.
