CARE International in Zambia, an International Non-Governmental relief and development organization with various projects in Central, Copperbelt, Eastern, Muchinga, Luapula, Lusaka, Northern, North-western, and Southern provinces of Zambia, has the following vacancies available under Emergency Response Program in Nchelenge District of Luapula Province;
Position: Development Officer – Shelter
Location: Nchelenge District
Reports to: Project Manager – DRC Refugee Influx Response
JOB SUMMARY
The Development Officer – Shelter will be responsible for facilitating the planning, implementation, monitoring and reporting of construction technology activities working with the local authorities and UNHCR and other Implementing Partners. S/He should have strong civil engineering knowledge and will work with partner staff and other project staff providing technical support for manufacturing stabilized Soil- Cement Bricks (SSBs) using SSBT and in the construction of semi-permanent shelters, also the manufacturing of sanplats to promote durable sanitation solutions. Working with other project staff will promote Income Generating Activities and entrepreneurship around SSBs and sanplats. Promote gender equality, inclusive governance and building resilience actions in both the refugee and host communities..
Specific Deliverables:
• Raise purchase requisition for the procurement of stabilized soil-cement (SSB) bricks and sanplats
• Conduct awareness raising meetings on SSB and Sanplat technologies
• Support the SSBT and Sanplat Consultants/Advisors in training the agents/IGA group members
• Work with the Livelihood Officer and IGAs in marketing the SSBs and Sanplats
• Provide technical support to refugee and host communities in construction SSBT shelters and Sanplat latrines
• Undertake day-to-day monitoring/supervision of shelter/latrine promotion activities
• Implement gender equality, inclusive governance and building resilience actions in the communities
• Undertake any other duties assigned by the line manager
• Responsible for supervising the shelter Agents and IGAs
• Implements safety & Health standards to ensure quality compliance

Qualifications & Experience:
• Diploma in Building Construction/Civil Engineering from a recognized university/college
• Knowledge and experience in implementing Infrastructure and emergency related activities
• Minimum of 3 years work experience with in emergency programming
• Demonstrates good writing skills; gives constructive feedback; documents observations
• Ability to maintain confidentiality, security and accuracy of relevant data
