Counterpart International is currently seeking a Digital Freedom and Safety Specialist (DFSS) to support to the anticipated USAID Open Spaces Zambia Activity (OSZA). Open Spaces Zambia Activity strives to strengthen the democratic foundations of freedom of speech and assembly, independent and new media, and safeguarding a space for activists, human rights defenders, and oppositional voices to protect shrinking democratic space in Zambia. This position is based in Lusaka, Zambia. Qualified Zambian nationals are encouraged to apply. .
Responsibilities
The Digital Freedom and Safety Specialist (DFSS) will lead the implementation of the five-year USAID-funded Open Spaces Zambia Activity. This activity will strengthen the foundations of freedom of expression and assembly, safeguarding a space for activists, human rights defenders, oppositional voices, and independent and new media. The DFSS will provide expertise in internet freedom, digital safety, and civic tech to lead activities that foster Zambian citizens’ ability to effectively and safely communicate, associate, organize, innovate, learn, and advocate online and promote democracy, human rights, and good governance.
Primary responsibilities include but are not limited to:
• Build capacity of Zambian independent media and rights defenders to obtain and maintain cybersecurity.
• Improve Zambian netizens’ general cybersecurity defenses (i.e. digital literacy, capability, and adoption).
• Encourage and support the Zambian government’s development, adoption, implementation, and enforcement of pro-cyberliberty and pro-freedom-of-the-press policy.
• Identify, develop, and maintain relationships with local partners, government, private sector, and key stakeholders that further to goals of Open Spaces Zambia.
• Support Zambian government’s use of online services to improve transparency and accountability.
• Expand Zambians’ use of digital technologies for citizen participation and engagement in government.
• Work with Monitoring, Evaluation, and Learning team to ensure program’s internet freedom activities’ effects can be, and are, clearly defined, accurately, measured accurately, and thoroughly reported on
• Contribute to strategy design and annual workplan development and program monitoring and reporting.
• Represent the project at technical, learning, and networking events.
• Perform other duties and responsibilities, as required.

Qualifications
• Higher level degree or equivalent in Governance, Political Science, Journalism, or other relevant field.
• Minimum of 5 years related experience with extended work experience in ICT for good governance, digital development, democracy in the digital age and/or policy advocacy.
• Demonstrated understanding of the causes of cyber-insecurity and their mitigations.
• Knowledge of online technologies surrounding privacy, cybersurveillance, ad tech, data brokers, and anonymity.
• Excellent interpersonal skills and the ability to lead and work on a multi-partner team.
• Strong multicultural, interpersonal, and supervision skills.
• Professional proficiency in English required.
• Experience working on a USAID or USG funded, or comparable multi-dimensional project, preferred.
