About Zambia Medicines Regulatory Authority
The Zambia Medicines Regulatory Authority (ZAMRA) is a statutory body established under the Medicines and Allied Substances Act No. 3 of 2013. The Authority is mandated to regulate Medicines and Allied Substances to ensure that medical products meet the required set standards of safety, quality and efficacy throughout the supply chain to protect the public from substandard and falsified medical products. The Authority also registers and regulates Pharmacies, Health shops and Agro- veterinary shops and control the manufacture, importation, exportation, distribution and sale of medicines and allied substances among other things.
The Authority's vision is to be a leader and centre of excellence in regulation of medicines and allied substances. Its mission is to protect and enhance public and animal health through the regulation of medicines and allied substances. The Authority has a Board of Directors that are responsible for ZAMRA's long term success and provides leadership to the Institution.
JOB PURPOSE
To oversee the regulation and control of medicines and allied substances available on the Zambian Market in order to ensure that they meet the required standard of safety, quality, and efficacy.
The jobholder will also provide leadership and strategic direction in the delivery of ZAMRA's objectives, in line with the relevant legislation, policies, standards and practices to ensure sustainability of operations and growth.
PRIMARY ROLES AND ACCOUNTABILITIES:
• To oversee, effectively the medicines control process, that is, the manufacture, storage, distribution, supply, advertising and sale of medicines and allied substances in order to ensure quality, safety and efficacy:
• To oversee, effectively the laboratory services in order to facilitate the regulation of medicines and allied substances;
• To oversee, effectively the quality assurance process through the implementation of the quality management system of the Authority so as to maintain the required standards of service delivery:
• To oversee effectively, the provision of human resources, administrative and other support services in order to facilitate the attainment of strategic objectives of the Authority;
• To oversee efficiently, the management of financial resources for the Authority in order to ensure their prudent utilization and accountability:
• To co-ordinate with the Board Secretary to ensure effective secretariat services to the ZAMRA Board of Directors in order to facilitate good corporate governance;
• To co-ordinate effectively, the development and review of policies and legislation for the Authority in order to facilitate their adoption and enactment;
• Manage effectively the implementation of performance management systems in order to facilitate improvement in performance and productivity; and
• Oversee effectively, the monitoring and evaluation of programmes in order to facilitate implementation of appropriate interventions.
RELEVANT QUALIFICATIONS
Considerable competences at senior management level are required to understand and apply advanced policies, practices, procedures, concepts and principles in order to effectively manage the Authority's operations.
• Full Form V/Grade 12 School Certificate with five (5) 'O'Levels with credit or better, including Mathematics and English;
• Bachelor of Science Degree in Pharmacy; or related field will be an added
• Must be registered and licensed by the Health Professions of Zambia (HPCZ); and
• Registered with a relevant professional body.
PROFESSIONAL WORK EXPERIENCE
• Not less than fifteen (15) years' relevant work experience as a pharmacist of which eight (8) years must be at senior management level in the Pharmaceutical Regulation Sector:
• Vast experience in the control of medicines and allied substances;
• Vast experience in strategy translation and implementation
• Proven written and oral skills and ability to communicate complex matters at the highest levels; and
• Knowledge of relevant legislation at national and international level in
Pharmaceutical Regulation
TENURE
Appointment to the position of Director-General will be on contract for a fixed term of three (3) years.
