Zambia Cargo & Logistics Limited (ZCL) is a multi-million dollar international logistics Company operating a regional and global business. The Company recently changed its name to reflect the organization's new mandate and new vision as per revised Strategic Plan for the next two years from 2020 to 2021.
The Company was established in April 2001.ZCL is a wholly owned state enterprise of the Government of the Republic of Zambia, supervised by the Industrial Development Corporation (IDC) based in Lusaka. The Company's current corporate head office and its main operations centre, Mukuba Depot, is located in Kurasini area, in Dar es Salaam, Tanzania next to the dockyard. ZCL recently incorporated a company in Zambia and its current liaison office is based in Ndola. This Company in Zambia would enable Zambia Cargo & Logistics Limited offer a seamless freight solution to the Zambian market through the port of Dar es Salaam. The Company has plans to expand in other markets in line with the revised Strategic Plan.
Hitherto, the Company has been handling mainly mineral cargo, especially copper, but over the years the Company has diversified its revenue base to include agricultural related cargo and other general cargo. The Company now has a need to make executive appointments for the positions of the Director of Finance and Company Secretary.
THE DIRECTOR OF FINANCE POSITION
Job concept:
A structured Director of Finance's Role is critical to the success of Zambia Cargo & Logistics Limited.
The Director of Finance (DOF) will be responsible for all major financial decisions and transactions on behalf of ZCL and requires a level of financial knowledge and experience of a fully-fledged finance professional. The DOF must take a proactive role in redesigning ZCL's Finance functions into more market-based practices.. .

key responsibilities
• Business and financial strategies, planning, monitoring, management and reporting, including management and development of policies, systems, processes and personnel involved by way of developing ZCL's financial systems to facilitate management decision making.
• Reporting and accounting as per regulatory and legal requirements including taxation, dividends, annual report and accounts by way of:
• Ensuring that all external reporting obligations with the Governments of the United Republic of Tanzania and Zambia are met.
• Ensuring integrity of ZCL's cash, receivables, payables management.
• Execute all major financial transactions as directed by the Board through Chief Executive Officer.
• Monitor the overall financial health of ZCL using established matrices.
• Enforce financial discipline/guidelines and controls as stipulated by the Board through the Chief Executive Officer.
• Proactively participate in the management of strategy for and liaison with stock market, business press and business analysts community.
• Oversee financial aspect of ZCL's transition to a sustained independent, profitable and stand-alone business entity.
• Establish effective financial interface and reporting with Industrial Development Corporation and other key ministries of Ministry of Finance, Ministry of Transport and Communications, and Blue Chip clientele in both Tanzania in Zambia. To do so in line with the Board directives.
• Design and execute a strategy to communicate key elements of ZCL's financial strategy to the IDC, Ministry of Finance, Ministry of Transport and Communications as well to management. Build finance capacity at ZCL by selecting and hiring personnel with the qualification, experience and skills necessary to perform ZCL's finance function in line with the Board's requirements through the Human Resources department.
• The DOF will evaluate and develop finance personnel as well as support development and performance of staff in the department.
• Playing a key role in the strategic planning and development in close collaboration with other executive team members, and probably keeping and distributing notes and records, reports to the executive and management teams.
Other areas of potential responsibility:
• Company insurance, licensing, contracts and agreements, corporate level negotiations (e.g. Premises, plant, trading, acquisitions and divestments, disposals), major supplier/customer/partner relationships, regulatory bodies relationships and strategies, approvals and accreditations.
• Company Secretary responsibilities e.g. statutory company administration responsibilities.
• Executive the responsibilities of a Company director according to lawful and ethical standards, as referenced in code of best practice as enthused by the Company, Ministries of Finance of the Government of the Republic of Tanzania and Zambia.
• Play a key role in close collaboration with the executive and management team in budget preparation.
• As a key member of the Management team, participate in the quarterly meeting with the Board and report on the Company's financial position and strategic growth.
• Provision of key financial information about ZCL's financial health to the Chief Executive Officer (CEO) on a regular basis..

• The candidate must be a Zambian citizen Fully registered member of the Zambian locally accredited international professional institutions such as ACCA or CIMA..


Job Qualifications:
• Knowledge of freight logistics industry is not a must but rather an added advantage
• Experience of having worked in a senior financial role in a medium to large organization.
• Excellent understanding and application of the International Standards on Accounting (IASS & IFRAS) and ability to fully comply with national and international professional institutions such as ACCA or CIMA.
• Experience in having managed the finance department and leading to successful financial audits
• Bachelor's degree in Accountancy or Finance from a recognized training institution.
• In additional, possess any other professional qualification such as ACCA or CIMA Higher qualifications such as Master's Degree in Business Administration with a Finance bias and others are definitely an added advantage but not a must
• Must have relevant work experience of at least six (06) years in a senior financial management position in a reputable medium to large size organization..
