About Circle of Hope
Circle of Hope (COH) is a Faith Based Organization (FBO) that became operational on 1st September 2005. On commencement COH realized the need to care and provide for the whole person and adopted a family cantered approach. Having identified the existing symbiotic relationships among poverty, prostitution, broken families, street kids, alcohol abuse and HIV/AIDS, COH derived its scope of program activities that included provision of the comprehensive HIV cascade of care services with particular focus on treatment and care for people living with HIV, Home based Care, Orphan and Vulnerable Children, prevention of mother to child transmission program (PMTCT), Community sensitization and awareness campaigns and Income generating activities.
Background
Circle of Hope is recruiting key personnel for an anticipated CDC-funded project that aims to improve HIV prevention, care, and treatment outcomes in target communities by engaging faith-based organizations to provide critical prevention interventions to improve awareness of the HIV epidemic and improve linkage to care and treatment. It will also target primary prevention of sexual violence and HIV among 9-14 year old boys and girls, by focusing on evidence-based activities that prevent sexual violence and any form of coercive, non-consensual, or forced sex; prevention of early sexual debut; and helping communities and families to provide an enabling environment that improves violence and sexual risk reduction, and helps link victims to the justice system.
Job Summary:
As the Director of Programs, you will provide overall management of and have responsibility in area of HIV/AIDS project, and act on behalf of the Chief of Party as needed, including global representation to the donor to serve the poor and vulnerable. Your management and technical knowledge will ensure the delivery of high-quality programming and advance the position of COH as a leading agency in HIV/AIDS field. The Director of Programs reports to the Chief of Party. S/he will provide oversight of coordination; monitors program clinical implementation; maintains relation with the project partners and key stakeholders in project implementation, strategic plans and reports. .

Roles and Key Responsibilities:
• Serve as point person for technical aspects of the project and provide oversight to district level teams.
• Manage key aspects of the development, implementation and consolidation of the HIV/AAIDS project. Serve as a point of contact to CDC as well as public, private and non-government stakeholders, when needed.
• Manage key functions of the project to meet donor expectations in terms of timely and quality results and budget. Contribute to ensuring coordination between program and operations leads.
• Carry out technical/clinical assistance visits to the field-based facilities, ensure program implementation is progressing as planned and provide on the job training where appropriate in order to improve program quality.
• Lead all technical/clinical trainings and mentorship activities, aiming to improve health facilities capacity in HIV services implementation.
• Together with the Director Operations & Finance conduct the regularly scheduled Programmatic and Financial Review meetings aimed at tracking project with set activities to be achieved.
• Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Contribute to the development of staffing plans and the recruitment process of senior staff.
• Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to COH staff safety and security policies and plans and ensure the updating of such plans.
• Promote, uphold and model a commitment to the efficient use of agency and donor resources. Help ensure compliance with CDC grants, including financial tracking and oversight of partner budgets, finance, administration and reporting to CDC.
• Maintain relationships with key staff of consortium partner organizations. Contribute to coordination of the roles and activities of staff from other consortium member organizations in implementation in line with COH partnership principles.
• Collaborate with the health system strengthening team in assessing health facilities, discuss any gaps and solutions in line with pediatric
• Assist the Chief of Party on program and consortium related activities and feedback to health facilities.
• Network with key HIV/AIDS Zambian agencies and organizations.

Basic Qualifications
• Advanced degree in public health or management
• 7 or more years experience managing donor funds, including multi country grants. Strong knowledge and experience in budget management.
• 5 years post qualifying experience in HIV and AIDS programming in resource-poor settings at the field level and providing technical assistance to partner organization.
• Experience leading international partnerships.
• Strong preference for candidates with at least five years’ experience in HIV/AIDS programming and providing technical assistance to partner organizations.
• Excellent communication, coaching and facilitation skills.
