JOB DETAILS:
The organization Community-Based Sociotherapy Rwanda (CBS Rwanda) is established to contribute to the psychosocial well-being of people affected by the Genocide against the Tutsi and to strengthen interpersonal reconciliation and social cohesion at the grassroots level. With funds from Ikiraro cy’Iterambere, the Rwandan Multi-donor Civil Society Support program, managed by Palladium International, CBS Rwanda and its partners (Prison Fellowship Rwanda (PFR) and the Anglican Church, Byumba Diocese) will be implementing a project focusing on the linkages between psychosocial wellbeing, reconciliation, and socio-economic development. The objective of the project is to design policy recommendations on the most effective approaches towards reconciliation and socio-economic development. Currently, CBS Rwanda is looking for a qualified and highly motivated candidate of high moral character and professional integrity to fulfill the position of District Officer. This is a full-time position to implement field activities during the 4.5-month project inception phase, with a possibility of extension. S/he will be based at the CBS Field Office in the Western Province and is expected to conduct regular field visits to the district where the project will be implemented and to Kigali for coordination meetings. Basic responsibilities

Management of field activities

  • Implement the field activities in line with the detailed action plan.
  • Be the direct contact person and representative of the CBS district level, both for local authorities and other institutions.
  • Be responsible for the recruitment of community facilitators (sociotherapists).
  • Co-organize, coordinate and monitor the training of sociotherapists.
  • Coordinate the recruitment of the sociotherapy group participants.
  • Monitor the personal and professional stability of the local sociotherapists and ensure that adequate working environment is maintained and psychological support systems for sociotherapists are in place.
  • Propose a local strategy for implementation according to the specific context and oversee its implementation once validated.
  • Organize meetings with key stakeholders in the district where the officer is affected.
  • Contribute to the planning process of the long-term project which will start after the inception phase. Research and learning
  • Work with sociotherapists, the research team and other staff members of CBS in the development of community indicators on psychosocial well-being, reconciliation, and economic development.
  • Translate the developed indicators from Kinyarwanda into English.
  • Work closely with the research team and the research consultant to review of the literature related to the project theme.
  • Contribute to the development of research tools.
    Financial management and administration
  • Follow the guidelines which were set up by the CBS Finance Manager to accurately manage the financial recourses during the working process.
  • Inform the Field Coordinator and Accountant about all payments to be made at field level and ensure the availability of accurate justification documents.
  • Ensure that narrative field reports are timely provided as required by organization policies and are of high standards. Communication and stakeholder management
  • Ensure that key operational information circulates properly within the Field Team and the overall organization.
  • Be an active participant in district meetings and other relevant local gatherings.
  • Conducting any other task requested by line managers in relation to the success of the project. Profile of the candidate

Essential skills and qualifications

  • Bachelor degree in a relevant field (e.g. Social Sciences, Psychology, Social Work, Public Health, Anthropology, Education, Political science, Development studies, Conflict/Peace Studies etc.).
  • Experience with project implementation, preferably in the field of psychosocial interventions, reconciliation, psychosocial support interventions and/or research.
  • Demonstrated experience in community mobilization and attitude for field work at grass-roots level.
  • Broad knowledge of care work issues, rural development issues, gendered power relations, and household economics.
  • Previous experience with liaison and networking with local (governmental) authorities and stakeholders at the community level.
  • Strong skills in organization and coordination, including the management of finances.
  • An honest, reliable and very accurate person, who is able to work under pressure.
  • Very strong motivational and social skills and excellent communication skills both verbal and in writing.
  • Ability to listen, to be diplomatic, flexible and a strong problem solver.
  • Fluent Kinyarwanda and English, both verbal and written.

Terms of employment:
This is a full-time position. The District Officer is based at the CBS Rwanda Field Office in Western Province. After these four and a half months, there is a possibility of extending the contract if the long-term project is guaranteed and the performance of the District Officer is satisfactory. The District Officer is expected to start on the 21 of January 2019.
