JOB DETAILS:
SI is seeking an Energy Expert consultant to support the evaluation activities, including data collection. The Expert will be expected to advise on electricity access and supply in Southern Africa, as well as key constraints to the energy sector investment, through strengthening regulation, improving planning and procurement, improving management of electricity trade, demonstrating and scaling energy efficiency technologies and practices, and providing capacity building to institutions and human resources for energy sector management.

Responsibilities:
• Provide key sectoral advice on electricity access and supply in Southern Africa, as well as key constraints to the energy sector to inform the evaluation.
• Support in the evaluation design, tools and methods development, and analysis of evaluation data.
• Participate in remote data collection activities.
• Contribute to the evaluation report, findings, and analysis.

Qualifications:
• Minimum of a Master’s degree in a relevant subject area.
• At least six years of experience in the energy sector in Southern Africa. Knowledge and understanding of evaluation methods preferred.
• Excellent oral and written communication skills are required.
• Fluent in oral and written English. Preference for proficiency in Portuguese.
• Experience in Southern Africa is an advantage.
• Knowledge of USAID South Africa as a donor, their operational structure and evaluation strategy is highly preferred.
