JOB DETAILS:
TERMS OF REFERENCE FOR THE ENVIRONMENTAL SPECIALIST

Background
The Government of the Republic of Zambia (GRZ) has received financing from the World Bank (WB) towards the cost of implementing the Transport Corridors for Economic Resilience Project (TRACER) which will focus on three (3) key regional transport corridors namely the Serenje to Mpika, Kazungula to Katima Mulilo and the Lusaka to Luangwa Roads. The project will be carried out in accordance with the Environmental and Social Standards (ESSs).

A Project Management Unit (PIU) will be established in the Ministry of Infrastructure, Housing and Urban Development (MIHUD). It will be led by a full-time Project coordinator and staffed with two Environmental Specialists, one Health and Safety Specialist, and two Social Specialists. The PIU will also ensure effective coordination between all the implementing agencies.

The MIHUD now wishes to engage the services of a suitably qualified candidate to fill the post of Environmental Specialist under the Transport Corridor for Economic Resilience (TRACER) Project:
1. Duty Station: TRACER Project Implementation Unit (PIU), Ridgeway, Lusaka
2. Reports to: Project Coordinator
3. Title: Environmental Specialist (1 Post)
4. Responsible to: The Environmental Specialist shall be responsible to the Project Coordinator and lead in the management of environmental and social aspects on the TRACER project in accordance with World Bank and Zambian policies and regulations.

Objectives of the assignment:
The Environmental Specialist will provide guidance on all social and environmental aspects of investments prepared under the Project in order to ensure proper adherence to the Environmental and Social Standards (ESS) and the World Bank and Zambian regulations during the implementation of the TRACER project.

Duties
Specifically, the Environmental Specialist is expected to among others; –
1. Provide overall policy and technical guidance and direction for ESS issues under the Project, as defined by the project environmental and social instruments;
2. Prepare Terms of Reference (when needed) for the preparation of Environmental and Social Impact Assessments (ESIA)/Environmental Project Briefs (EPBs) for all sub-projects identified for implementation under the Project, as needed;
3. Coordinate the timely preparation of the Environmental Project Briefs (EPBs), Contractor’s Environmental and Social Management Plans (C-ESMP) and other environmental and social documents that are vital for the successful implementation of the project;
4. To review among others Environmental Project Briefs (EPBs), contractor’s Environmental and Social Management Plans (C-ESMP), Environmental Health and Safety (EHS) policies and procedures, and site specific ESHS management plans, safety and environment related documentation, to ensure compliance with established standards prepared by the Contractor and reviewed by the supervising engineer.
5. Conduct frequent inspections, monitoring and audits of the construction site (s) to determine level of compliance to safety and adherence to EPBs and C-ESMPs, HSE plan by Contractors during the construction phase. The Specialist will inspect and monitor equipment, work areas, facilities and work practices and procedures for compliance with established workplace environmental health and safety rules, regulations and policies and prepare records and reports of findings. The Specialist will conduct surveys of facilities and operations to identify potential hazardous conditions and safety hazards with equipment, materials, apparatus and vehicles. The Specialist will supervise the contractor and supervising engineer to ensure that regular site inspections are carried out on a regular basis for HSE and that remedial action is taken on any non-compliance.
6. Support the Supervising Engineers and Contractors in coordinating and/or providing safety training on appropriate health and safety matters as assigned and as required by law.
7. Liaise closely with the Road Development Agency Environment and Social Management Unit (ESMU), Contractors, Consultants and other relevant stakeholders such as the Zambia Environmental Management Agency (ZEMA) during project implementation;
8. Promote community participation during the project implementation process through the holding of sensitization/awareness raising meetings on the environmental and social impacts of the project;
9. Attend to other duties as may be assigned from time to time.

Key Performance Indicators
The officers will have to report on the following Key Performance Indicators.

Note: These indicators might be subject to change, in mutual agreement, from time to time, and as may be initiated by the Project Coordinator. Further the Actual ratings/scores shall be agreed upon with the Project Coordinator within the first six months from the appointment date.

Time Frame and Duration

This is a full-time position on the project with approbation period of Six (6) months. The service is initially for a period of two (2) years but is subject to renewal based on satisfactory performance and project demands.

Subject to the selection process, the successful candidate is expected to commence work immediately.

Required Qualifications and Experience:
• Grade 12 School Certificate
• Minimum of bachelor’s degree in environmental sciences such as geography, biology, natural resources management from a reputable training institution.
• A minimum of five years’ work experience in environmental management,
• Prior experience of working on donor funded projects will be an added advantage.
• Ability to work as part of a team
• Proven strong writing and analytical skills
• Ability to communicate in at least one of the local languages.
• Familiarity with the relevant Government procedures and regulations.
• Good computer skills in Word, Excel, PowerPoint email and the internet.
Good interpersonal relations.
