Evaluation Team Lead - Zambia
Background:
The USAID/Zambia Monitoring, Learning & Evaluation Platform (Z-MELP) began work on June 8, 2020, and will continue until June 7, 2025. Z-MELP provides technical assistance across the Mission’s Program Cycle management-related tasks, primarily for the Program Office and technical offices.
Z-MELP has been requested to support USAID/Zambia in managing the implementation of an endline evaluation of USAID’s Eradicate Tuberculosis (ETB) activity. USAID/Zambia’s ETB Activity works in partnership with the Ministry of Health’s (MOH’s) National Tuberculosis and Leprosy Program (NTLP), the private sector, and other partners at the community, facility, district, provincial, and national levels to strengthen the implementation of key components of the national response to control Tuberculosis (TB) across Zambia.
Responsibilities:
The Evaluation Team Lead, with assistance provided by the National Health Evaluation Expert, will be responsible for overseeing the implementation of the evaluation, and providing quality assurance at each stage of the design, roll-out, analysis, and reporting phases.
S/He will be expected to coordinate the timely submission of all expected deliverables and to be the point of contact for USAID/Zambia and Z-MELP throughout the evaluation.
The Team Lead will have the public health and evaluation expertise required to lead the design of the evaluation, including the final selection of methods and recommendation of these to USAID/Zambia and Z-MELP. S/he will also have expertise in analyzing the findings pertaining to the implementation of public health programs, and TB programs, and will be responsible for drafting the final report with an eye towards providing practical recommendations to inform ongoing and future TB interventions.
S/He will lead on the execution of the following deliverables:
1. Evaluation inception report
2. Preliminary findings presentation
3. Draft and final evaluation reports
4. A series of recommendation briefers
5. A post-evaluation action plan
Qualifications:
• 10+ years of experience in undertaking evaluations of public health programs, with direct experience related to TB programming being preferred.
• Demonstrated technical expertise in health systems programming/M&E in Sub-Saharan Africa.
• Strong qualitative data collection and analysis skills, including with proficiency in relevant software such as NVivo.
• Previous experience undertaking evaluations for USAID is preferred.
• Knowledge of USAID program cycle and evaluation processes and policy.
• Excellent communication, writing, facilitation, and presentation skills.
• Exceptional interpersonal, intercultural, and leadership skills.
• Fluency in spoken and written English required.
• Advanced degree in a field related to Public Health.
• Open to international consultants.
